LAKE ELMO CITY COUNCIL MINUTES <br />March 7, 2023 <br />ITEM 13: Approve Plans and Specifications and Order Advertisement for Bids for 2023 <br />Street Improvements <br />City Engineer Griffin reviewed the proposed project schedule for the 2023 Street Improvements <br />project, full depth reclamation process and curb types. Engineer Griffin also reviewed post <br />construction no parking designation areas. <br />Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO APPROVE <br />RESOL UTION NO. 2023-020, APPROVING THE PLANS AND SPECIFICATIONSAND <br />ORDERING THE ADVERTISEMENT FOR BIDS FOR THE 2023 STREET <br />IMPROVEMENTS. Motion passed 4 — 0. <br />COUNCIL REPORTS <br />Mayor Cadenhead: Attended the Senate hearing regarding the city's need for additional water <br />appropriation. <br />Councilmember Hirn: Attended the newly elected leaders conference <br />Councilmember Holtz: Reported on the Airport Zoning Committee meeting. <br />STAFF REPORTS AND ANNOUNCEMENTS <br />Fire Chief Kalis: Noted the 2022 Fire Department Annual Report will be available soon. <br />Public Works Director Powers: Reported on the status of the ice rinks, park trial grooming <br />and buckthorn removal project in Sunfish Lake Park. <br />City Engineer Griffin: Reported on the MPCA Grant Amendment status and noted a <br />neighborhood meeting will be held with the Cardinal Ridge neighborhood later in the week. <br />CLOSED SESSION <br />Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO GO INTO <br />CLOSED SESSION PURSUANT TO MINNESOTA STATUTES SECTION 13D. 05, <br />SUBDIVISION 3(B), ATTORNEY CLIENT PRIVILEGE TO REVIEW LITIGATION WITH <br />CEFLAKE ELMO COMMUNITYSOLAR LLC. Motion passed 4 — 0. <br />Closed session held. <br />Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO REENTER OPEN <br />SESSION.
