CITY OF LAKE ELMO <br />CITY COUNCIL WORKSHOP MINUTES <br />MARCH 14, 2023 <br />CALL TO ORDER <br />Mayor Cadenhead called the meeting to order at 6:30 pm. <br />PRESENT: Mayor Charles Cadenhead, Councilmembers Katrina Beckstrom, Matt Him, Jeff <br />Holtz and Lisa McGinn. <br />Staff present: City Administrator Handt, Public Works Director Powers, Fire Chief Kalis, Building <br />Official Taylor and City Clerk Johnson. <br />Community Thread Presentation <br />Sally Anderson, Executive Director of Community Thread, presented information on <br />programming, and data regarding Lake Elmo resident involvement. Ms. Anderson also <br />requested that the Council consider making a financial contribution to Community Thread. <br />EDA Business Retention and Expansion Survey Update <br />Mayor Cadenhead discussed key findings of the survey. Discussion held regarding <br />communication assistance for businesses, business directory and coordination with the Connect <br />Lake Elmo group. <br />2023-2024 Strategic Goals <br />Discussion held regarding the goals identified as top priorities for the city in 2023-2024. Staff <br />was directed to bring a presentation to the City Council on the pavement management plan and <br />to place the new city center building becoming occupied and operational as the first goal. <br />Increasing engagement on commissions was discussed with goals of having commissions fully <br />staffed within one year and after that, filling vacancies within 3 months. An updated format for <br />quarterly dashboards was discussed for implementation with the reporting of the first quarter <br />2023 data. Discussion was also held regarding creation of a 10 year capital improvement plan. <br />Items for Future Agenda <br />There will be no workshop in April, 2023. <br />Meeting adjourned at 8:10 p.m. <br />
