LAKE ELMO CITY COUNCIL MINUTES <br />April 4, 2023 <br />Mike Jura, 2971 Legion Avenue North, asked about the dates for the construction. <br />Councilmember McGinn, seconded by Councilmember Hirn, moved TO CLOSE THE PUBLIC <br />HEARING. Motion passed 5 - 0. <br />Councilmember Hirn, seconded by Councilmember McGinn, moved to adopt Resolution No. <br />2023-030 Adopting the Final Assessment Roll for the Old Village Phase 7 Street and Utility <br />Improvements. Motion passed 5 — 0. <br />ITEM 17: Accept Bids and Awards a Contract for Old Village Phase 7 Street and Utility <br />Improvements <br />City Engineer Griffin reviewed the bids received and recommended awarding the contract to the <br />low bidder, Minger Construction. <br />Councilmember McGinn, seconded by Councilmember Holtz TO APPRO VE RESOL UTION <br />NO. 2023-031, ACCEPTING BIDSAND AWARDING A CONTRACT TO MINGER <br />CONSTRUCTION COMPANYFOR THE BASE BID AND ALTERNATE BIN THE <br />AMOUNT OF $2,296, 658.75 FOR THE OLD VILLAGE PHASE 7 STREET AND UTILITY <br />IMPROVEMENTS. <br />Councilmember McGinn, seconded by Councilmember Hirn, moved TO AUTHORIZE THE <br />CITYADMINISTRATOR TO ENTER INTO A MATERIAL TESTING CONTRACT FOR <br />PROJECT CONSTRUCTIONSER VICES IN THE NOT -TO -EXCEED AMOUNT OF <br />$28,000ANDA CONSTRUCTION SERVICES CONTRACT WITHSEH IN THE AMOUNT <br />OF $235.700 FOR THE OLD VILLAGE PHASE 7STREETAND UTILITY <br />IMPROVEMENTS. <br />ITEM 18: 2621 Innsdale Ave Variance <br />City Planner Jensen presented the request for a variance to allow for expansion of an existing <br />home at 2621 Innsdale Avenue N. Applicant Bryant Olson added that setbacks have changed <br />over the years and now most homes in the neighborhood are nonconforming. <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO APPROVE THE <br />VARIANCE REQUEST TO REDUCE FRONT AND SIDE YARD SETBACK <br />REQUIREMENTS OF THE RESIDENTIAL ESTATE ZONING DISTRICT FOR THE <br />PROPER TY LOCA TED AT 2621 INNSDALE AVE N WITH THE CONDITIONS OF <br />APPROVAL LISTED IN THE STAFFREPORT. Motion passed 5 - 0. <br />ITEM 19: Minor Subdivision — Frisbie Companies <br />Contract Planner Nathan Fuerst reviewed the site area and layout of the two new parcels that <br />would be created with the subdivision.
