LAKE ELMO CITY COUNCIL MINUTES <br />May 16, 2023 <br />11. Approve Final Plat Extension — Schiltgen Farmstead -Resolution 2023-049 <br />12. Approve Final Plat Extension — Inwood 7th Addition -Resolution 2023-050 <br />Councilmember Beckstrom, seconded by Councilmember Holtz, moved TO APPROVE THE <br />CONSENT AGENDA AS PRESENTED. Motion passed 5 - 0. <br />ITEM 13: Pebble and Tablyn Park Court Proiect <br />Assistant Public Works Director Swanepoel presented an update on the bid options and noted that <br />funds are available in the park dedication fund to cover the cost above the budgeted amount. <br />Councilmember McGinn, seconded by Councilmember Beckstrom, moved TO APPROVE <br />RESOL UTION NO.2023- 052, A CCEPTING BIDS AND A WARDING T.A. SCHIFSKY A <br />CONTRA CT IN THE AMO UNT OF $461, 8 75 FOR THE RECONSTR UCTION OF PEBBLE <br />AND TABLYN COURTS PROJECT. Motion passed 4— 1. (Hirn —nay) <br />Councilmember Holtz, seconded by Mayor Cadenhead, moved TO ALLOW THE CITY <br />ADMINISTRATOR TO ENTER INTO A CONTRACT UP TO $40,000 FOR SOUND <br />BLANKETS. <br />Discussion held regarding potential noise issues from pickle ball and the cost of sound <br />mitigation. Consensus reached to refer sound mitigation data gathering to the Parks Commission <br />and ask that they develop a policy for installation of sound mitigation at city courts. <br />Motion withdrawn. <br />ITEM 14: Drake Motor Partners Final Plat, PUD and Development Agreement <br />Contract Planner Jenni Faulkner presented a review of the site layout and planned use. Planner <br />Faulkner provided an update on tree preservation and new trees to be planted. <br />The proposed land swap with the City for a sign location was discussed and Planner Faulkner <br />also reviewed PUD provisions and Development Agreement terms. Jon Hauser spoke on behalf <br />of the applicant, explaining that the new sign location provides better visibility from the highway <br />and allows the sign to be turned so it won't be visible from the neighboring homes. <br />Councilmember Holtz, seconded by Councilmember McGinn, moved TO OPEN THE <br />PUBLIC HEARING FOR ORDINANCE 2023-011. Motion passed 5 — 0. <br />Anne Flores, 204 Junco Rd. N., expressed disappointment that she will be able to see the <br />development from her home. <br />Page 2 of 4 <br />
