CITY OF LAKE ELMO <br />CITY COUNCIL WORKSHOP MINUTES <br />JULY 119 2023 <br />CALL TO ORDER <br />Mayor Cadenhead called the meeting to order at 6:30 pm. <br />PRESENT: Mayor Cadenhead, Councilmembers Katrina Beckstrom, Matt Him, Jeff Holtz and <br />Lisa McGinn. <br />Staff present: City Administrator Handt, City Engineer Griffin, Public Works Director Powers, <br />Assistant Public Works Director Swanepoel, Finance Director Hadler and City Clerk Johnson. <br />Pavement Management Plan <br />City Engineer Griffin presented the Pavement Management Plan, noting key elements of the <br />plan, inventory and condition assessment, street inventory metrics and treatment strategies. <br />Discussion on Use of $1M from Roval Golf <br />Assistant Public Works Director Swanepoel reviewed the previous action taken by staff to obtain <br />bids for ball field design and upgrades at multiple parks. <br />Discussion held regarding demand for fields for baseball and other sports, need for additional <br />fields and the cost of providing upgraded and new fields. Concerns over adequate parking and <br />potential for public/private partnerships were also discussed and support for vetting additional <br />locations for fields was expressed by some of the council. <br />Tennis and Pickleball Courts <br />Mayor Cadenhead summarized an email received from a resident expressing concern over <br />converting some of the tennis courts to pickleball courts and suggesting that the city focus tennis <br />courts at one park and pickleball at another. Assistant Public Works Director Swanepoel <br />explained that the goal of the courts project was to spread the uses around the parks to make each <br />park multiuse. Consensus to move forward with the current plant and reassess at a later date if <br />needed. <br />White Bear Lake Work Group Representative <br />Administrator Handt reported that the Met Council asked the City to appoint a representative to <br />the White Bear Lake Work Group. Discussion was held with consensus to appoint <br />Councilmember McGinn as the representative and Councilmember Holtz as a backup. <br />Items for Future AL3enda <br />A) Washington County Presentation on Lake Elmo Ave and TH 36 <br />
