Motion passed 4 - 0. <br />ITEM 11: Sunfish Lake Park Buckthorn Update <br />Public Works Director Powers reviewed the plan for buckthorn removal at Sunfish Lake Park and <br />reported that he halted work on the project due to the intensity of the work in the park. Director <br />Powers recommended lower intensity work with no widespread clearing of land. Director Powers <br />also expressed concern regarding vegetation barriers that were moved during the buckthorn <br />removal work and are needed to provide safety separations between mountain bike trails and other <br />areas of the park. <br />George Johnson, Friends of Lake Elmo's Sunfish Lake Park, reviewed the grant information and <br />work performed so far and asked the Council to accept the plan presented to the Parks <br />Commission. Larissa Mottl, a restoration ecologist with Stantec, reviewed her report on the <br />current state of the vegetation at the park. Mottl also discussed restoration with removal of <br />invasive species. <br />Tony Manzara, 5050 Kirkwood Avenue N., reviewed the process used for removing invasive <br />plant species from the park and the need to restore the park. <br />Ellen Esch, 2916 Legion Avenue N., spoke in support of the management plan and the <br />importance of removing invasive species from the park. <br />Mayor Cadenhead, seconded by Councilmember Beckstrom, moved TO DIRECT THE <br />CONTINUANCE OF REMOVAL OF B UCKTHORNAND NATIVE SPECIES AND NONNATIVE <br />SPECIES USING HIGH INTENSITY METHOD, WORK WITH STANTEC TO IDENTIFY <br />APPROPRIATE NATIVE SPECIES, IDENTIFIED IN THE FOREST MANAGEMENT PLANAS <br />CLIMATE CHANGE RESILIENT AND SPARE THOSE TREES IN AREAS OF THE PARK <br />WHERE FEASIBLE AND APPROPRIATE.
