PRELIMINARY PLAT APPLICATION <br />& PLANNED UNIT DEVELOPMENT (PUD) APPLICATION <br /> <br /> <br />Driveways. During the Sketch Plan review of the proposed development the city had several <br />questions or comments about the driveways for the units (these comments are also address in the <br />Engineering section below). The Applicant redesigned driveways so the entrance meets the 34’ or <br />less at right-of-way. We also adjusted building locations throughout the proposed development as our <br />best attempt to provide 90-degree entrances. <br />Screening. Staff comments from the Sketch Plan reviewed said the Applicant’s plans did not appear <br />to be in compliance with the city’s requirement for screening between different land uses. This has <br />been addressed on the Applicant’s Tree Plan and also Landscape Plan submitted with this <br />application. Specially, the Applicant included year -round screening with evergreens proposed for <br />both areas on the north and south property lines for Parcel 2. A more detailed explanation can be <br />found in the Preliminary Plat section of this narrative, Section H. <br />Engineering. During Sketch Plan review the City Engineer provided several comments and <br />suggestions for the proposed development. Most of the comments submitted by the City Engineer <br />have been addressed and shown in the Applicant’s updated plans, however the Applicant needs to <br />seek clarification or provide a response to a few specific comments. <br />1. Comment No. 3: Consideration should be made in requesting a cost contribution for a future <br />dedicated right turn lane along Wildflower Drive at the intersection of 39th street. <br />Response: The Applicant would like further clarification on why this consideration is <br />necessary for the proposed development. <br />2. Comment No. 8: A new bituminous trail is shown along the east side of Wildflower Drive, <br />along the full extents of the development parcel. It is recommended that the trail be replaced <br />with a 6-ft wide concrete sidewalk and be extended further north to connect to the existing <br />sidewalk at Sunflower Lane. <br />Response: The Applicant adhered to the recommendation to replace the 8’ wide <br />bituminous trail with a 6’ wide concrete sidewalk. T he Applicant’s plans do not show <br />the sidewalk extending further north to connect to Sunflower Lane, however the <br />Applicant is open to discussing this recommendation further with city staff and other <br />appropriate stakeholders. <br />3. Comment No. 10: The project narrative indicates that the development is proposed 1 set of <br />water/sewer services per building. No water/sewer services have been shown on the utility <br />plan for review. The Public Works Director and Building Official should review and advise <br />on the city accepted practices for this type of development before receiving a Preliminary <br />Plat application. <br />Response: The Applicant, upon further review of building and fire code, revised its <br />proposal to now bring water/sewer services to each unit rather than per building. If <br />one (1) set of services was brought to the building the Applicant would need to build <br />out a utility access room. Even if it was feasible to create a utility access room, it <br />would be required to breach and compromise the fire wall between units.
