Staff review of conformance with <br />identified objectives, in bold, is below each relevant criterion: <br />a. Innovation in land development techniques that may be more suitable for a given parcel <br />than conventional approaches. <br />b. Promotion of integrated land uses, allowing for a mixture of residential, commercial, and <br />public facilities. <br />The applicant has indicated that the development will provide housing diversity <br />in the Village area. The proposed development will provide a buffer between <br />more strictly commercial land uses and the single family residential to the north <br />and west. <br />c. Establishment of appropriate transitions between differing land uses. <br />This site and use provide for an appropriate transition between residential uses <br />to the north and mixed uses to the south. <br />d. Provision of more adequate, usable, and suitably located open space, recreational <br />amenities, natural resource protection and other public facilities than would otherwise be <br />provided under conventional land development techniques. <br />e. Accommodation of housing of all types with convenient access to employment <br />opportunities and/or commercial facilities; and especially to create additional <br />opportunities for lifecycle housing to all income and age groups. <br />This development will add to the diversity of housing stock available in Lake <br />Elmo. Rentals can serve as both transitional (step up or step down) and long- <br />term housing which costs less than a typical single-family home. <br />f. Preservation and enhancement of important environmental features through careful and <br />sensitive placement of buildings and facilities. <br />g. Coordination of architectural styles and building forms to achieve greater compatibility <br />within the development and surrounding land uses. <br />Architectural features do reflect those in surrounding development (existing <br />and proposed). Proposed building materials and colors are of quality and reflect <br />City standards. <br />h. Creation of more efficient provision of public utilities and services, lessened demand on <br />transportation, and the promotion of energy resource conservation. <br />i. Establishing measures to protect and preserve groundwater storage. <br />j. Allowing the development to operate in concert with a redevelopment plan in certain <br />areas of the City and to ensure the redevelopment goals and objectives will be achieved. <br />Required vs. Proposed V-Mx Bulk Standards <br />This is a single family attached development which does not include units on separate lots which <br />necessitates a deviation from City Code through the PUD Process. The proposed development <br />has a combination of two-unit buildings, four-unit buildings and a six-unit building. The <br />proposed land use also requires a Conditional Use Permit in the V-MX district (which can be <br />incorporated into this PUD instead of a separate approval). The townhome project will look and <br />feel like single family attached, but because it’s rental on one-lot it will function like multi- <br />family development under the city code. <br /> <br />
