PRELIMINARY PLAT APPLICATION <br />& PLANNED UNIT DEVELOPMENT (PUD) APPLICATION <br />UPDATE 01.08.23 <br /> <br />Additionally, while initial landscaping costs may vary, in the long run, maintaining vegetative <br />screening can be more cost effective than installing, repairing, or replacing fences. Once <br />established, plants and trees of often require less maintenance, but provide far more benefit for <br />the environment (air, noise reduction, biodiversity and habitat benefits, wind break, etc.). <br /> <br />ADDITIONAL COMMENTS FROM CITY STAFF FOLLOWING PLANNING <br />COMMISSION MEETING: <br /> <br />Comment 1: Encroachments - Encroachments for patios on Block 2 (units 13-18) – As <br />proposed, the site plan will create conflicts for the City to maintain the storm sewer pipe in the <br />future. Regardless of the style of patio construction, the City is seeking to avoid disruptions <br />caused by future maintenance activities. The proposal has the storm sewer pipe located 2-3’ from <br />the extent of the patios. In other situations, encroachment agreements are not allowed unless the <br />improvement is a minimum of 10’ from the City storm sewer line. It is suggested that the patios <br />be removed, the building footprint be adjusted, or the storm sewer be relocated/redesigned to <br />eliminate the encroachment issue. <br /> <br /> Response: Reducing the street width to 28’ has created additional space east of units 13- <br />18, providing 11’ feet from the patios to the centerline of the storm sewer pipes. The patios have <br />also been reduced by 2’. The Applicant is interested in continuing the discussion of an <br />encroachment agreement following these adjustments. <br /> <br />Acknowledging the concern about potential disruption to residents during future maintenance <br />activities, we emphasize that At Home Apartments remains the property owner. While there may <br />be a possibility of impact on our residents, as they are our customers and renters, it is the <br />Applicant’s responsibility to address and resolve any disruptions; this would not be the <br />obligation of the City. <br /> <br />Comment 2: Boulevard Trees - If boulevard trees are provided by the project, the sections must <br />include them. If the Land scape Architect has approved tree location and planting outside of <br />boulevards, then the plans may continue not to show trees in those section drawings. <br /> <br /> Response: Due to the continued comment of provided boulevard trees per the city typical <br />street section, we have now adjusted locations of proposed trees to include boulevard trees. The <br />typical street sections provided by the city have also been included. <br /> <br />Comment 3: Turn Lane Contribution - The City platted existing residential developments in this <br />area in 2015, and required those developments to construct the public infrastructure in place <br />today. The Village area was later re-guided to allow increased residential densities. The Frisbie <br />minor subdivision caused the City to require access to this property from Wildflower Drive <br />instead of 39th Street, and Right of Way dedication was required for a future turn lane. Given the
