City Council Meeting <br />February 20, 2024 Page 7 <br /> <br /> <br /> <br />At the Planning Commission meeting on January 22, 2024, the Commission found that a front yard <br />setback reduction for units 13-18 from 25 to 21 feet was a reasonable solution. It recommended <br />approval of a PUD deviation accordingly. Since that time, the City’s staff has determined that a <br />reduction of 4’ to the required storm sewer easement will be acceptable. This is only in the location <br />of units 13-18 of Block 2. <br /> <br />Therefore, staff are not recommending a PUD deviation for a front yard setback reduction and will <br />instead reduce the required storm sewer easement by 4’ near units 13-18 of Block 2. <br /> <br />Traffic. A trip generation report was submitted by the Applicant’s Engineer, Westwood <br />Professional Services. The report documents the expected traffic generated from this land use. This <br />land use is anticipated to generate a total of 346 trips per week day (173 out and back in). During <br />peak hours, there are would be an estimated 23 trips in the AM peak period (highest hour period <br />between 7-9am) and 27 total trips in the PM peak period (highest hour period between 4-6pm). <br /> <br />Fire Chief Comments. The City’s Fire Chief provided a comment memo dated November 22, <br />2023 which details several requirements for plans to meet City standards and state fire code. <br /> <br />Engineering Review. This project has been reviewed by the City Engineer for conformance with <br />the City’s Engineering Design Standards Manual. Detailed comments relating to the review are <br />included in the Engineer’s memo dated November 30, 2023. Ultimately, the City Engineer is <br />recommending that if approved, the development fully address all City Engineering comments. <br />Key comments are summarized below: <br />• Revisions are required to the Preliminary Plat, Grading, Utility, and Landscaping Plans in <br />order to bring them into compliance with City Standards. <br />• A financial contribution to the future right turn lane at Wildflower Drive and 39th St. North <br />is required. <br />• Sidewalk connection is required along the east side of Wildflower Drive from the current <br />extent to the connection at 39th St. N. <br /> <br />Stormwater Management. This property is located within Valley Branch Watershed District. <br />The Applicant will be required to follow watershed rules and permitting requirements. The District <br />was asked for any comments on the project and have not provided any at the time of writing this <br />report. <br /> <br />RECOMMENDED FINDINGS AND CONDITIONS: <br />Recommended Findings for Preliminary Plat/Preliminary PUD. Staff recommends approval <br />of the Preliminary Plat/Preliminary Planned Unit Development (PUD) for PIDs <br />13.029.21.22.0029 and 13.029.21.21.0007 based on the following findings: <br />1. That the Preliminary PUD Plan would be consistent with the intent of the 2040 Lake <br />Elmo Comprehensive Plan and the 2040 Land Use Map for this area. <br />2. That the preliminary PUD Plan complies with the general intent of the Village-Mixed <br />Use zoning district with PUD modifications.
