1 <br /> <br /> <br /> STAFF REPORT <br /> DATE: 3/12/2023 WORKSHOP DISCUSSION <br /> <br />TO: City Council <br />FROM: Nathan Fuerst, AICP, Consulting Planner <br />AGENDA ITEM: Sketch Plan Review – Limerick Village <br />REVIEWED BY: Jason Stopa, Community Development Director <br /> Clark Schroeder, Interim City Administrator <br /> <br /> <br />BACKGROUND: <br />The City is in receipt of a Sketch Plan application from Maplewood Development for the proposed <br />Limerick Village development. The development is proposed across two undeveloped parcels just <br />north and west of Hudson Boulevard North and Manning Avenue North. As proposed over the <br />nearly 80 acre site, this project would entail a total of 748 residential units which are broken down <br />into the following land uses: <br />• (Lot A) Rental Townhomes – 240 units <br />• (Lot B) Multifamily Apartments – 258 units <br />• Front Loaded Townhomes – 120 units <br />• 50’ Single Family Lots – 19 units <br />• 40’ Single Family Lots – 98 units <br />• 35’ Single Family Lots – 13 units <br /> <br />The project would be connected to city water and sewer services. The subject site is <br />noncontiguous with existing development, so it does not presently have ready access to the City’s <br />available water and sewer connections. The Applicant is proposing to make those connections at <br />their expense. Reconstruction of a portion of Hudson Boulevard will also be necessary to provide <br />access to and through this site consistent with long term guidance in the City’s Comprehensive <br />Plan and prior approvals. <br /> <br />After the December 12, 2023 City Council review of this item, the Applicant has worked with <br />staff to revise the plans in order to avoid a Comprehensive Plan Amendment. The latest iteration <br />of plans was submitted to staff on January 31, 2024, and has since been reviewed by staff. City <br />Staff have confirmed with the Met Council that a Comprehensive Plan Amendment will not be <br />required based on the most recent plan. <br /> <br />The Applicant is required to go through the EAW process prior to compiling an application for <br />this development. Prior to proceeding with that step, the Applicant was instructed to request the <br />Sketch Plat Review for this property to understand whether the Council will support approval of <br />the necessary Comprehensive Plan Amendment and other entitlements. <br /> <br />A review of the concept plan and narrative supplied by the Applicant is provided in the planning <br />memo appended to this report. The details most important for the City Council’s discussion are <br />provided in this report.
