<br /> <br />2 of 2 <br /> <br />drain field, the Northern Natural Gas Pipeline, wetlands, buffers, floodplains, and <br />stormwater areas, posed challenges to maintaining natural topography. <br /> <br />5. Placement of streets. The roadways throughout the development were designed in <br />such a way to connection 50th Street North to Linden Ave North. The design was <br />done in such a way that it insured it crossed the Northern Natural Gas pipelines at <br />90 degrees as recommended by the utility provider. The roadway was also <br />designed to maneuver around existing wetlands throughout the site, but also <br />provide scenic views that enhance the enhance the development. <br /> <br />The roadway was designed to minimize export from the site by equalizing its cut <br />& fill throughout the site, it was also designed to have a significant amount of <br />curvature, since curvature typically promotes slower driving speeds thus <br />increasing the road safety. A stub roadway was provided as part of the design to <br />promote future expansion to the west. <br /> <br />The roadway impedes on the 200’ no build buffer around the Hecker property due <br />to site constraints such as existing wetlands, the required location for the <br />communal septic system and Northern Natural Gas line that run through the <br />property <br /> <br />6. Lot creation. Lots were created in such a way to meet the open space <br />development codes. Due to all the other constraints of the site such as Wetlands, <br />no-build zones, Northern Natural Gas Pipeline, areas required for stormwater, and <br />the communal septic system there was very little flexibility in the layout of the <br />lots. All lots meet the 0.5 acre minimum size expect for one lot, and the average <br />lot size is 0.74 acres. <br /> <br />7. Open space and park land adjustments. Open Space areas were designed in such <br />a way to provide a large contiguous open space lot around the whole development <br />to provide a natural buffer between adjacent parcels and to enhance existing views <br />of wetlands and create a new trail system that ties into existing trails systems and <br />also encourages the public to use/view the space. <br /> <br />When reviewing the property, the City of Lake Elmo declared that they’d prefer if <br />the developer donate to the parkland fund rather than provide a parkland <br />dedication on the property. So no parkland dedications are provided in <br />developments design.
