CITY OF LAKE ELMO <br />CITY COUNCIL WORKSHOP MINUTES <br />NOVEMBER 14, 2023 <br />CALL TO ORDER <br />Mayor Cadenhead called the meeting to order at 6:30 pm. <br />PRESENT: Mayor Cadenhead, Councilmembers Katrina Beckstrom, Matt Him, Jeff Holtz and <br />Lisa McGinn. <br />Staff present: City Administrator, Public Works Director Powers, Fire Chief Kalis, Finance <br />Director Hadler, City Planner Jensen, Contract Planner Fuerst and City Clerk Johnson. <br />Mayor Cadenhead, seconded by Councilmember McGinn, moved TO AMEND THE <br />AGENDA TO ADD A CLOSED SESSION TO THE END OF THE AGENDA PURSUANT <br />TO MINNESOTA STATUTES SECTION 13D. 05, SUBDIVISION 3 (A) FOR THE <br />PURPOSES OF THE CITYADMINISTRA TOR PERFORMANCE REVIEW. Motion <br />passed 5 — 0. <br />Update Long Range Financial Plan for Utilities <br />Tammy Omdal, Northland Securities, presented the Utility Financial Management Plan, noting <br />that the plan is guide that changes over time. Discussion was held regarding water rates and <br />encouraging water conservation. <br />New Lake Elmo Elementary Sketch Plan <br />Contract Planner Fuerst presented the proposed site plan, land use analysis, CUP conditions and <br />other considerations. Discussion was held regarding proximity to the Oakdale Gun Club and the <br />wooded nature of the location. <br />Mark Drommerhausen, Stillwater School District Director of Operations, commented on the site <br />and anticipated number of students. <br />Council discussed concerns related to water supply issues, the rural character of the proposed <br />location and request for extending city water and sewer to the site. <br />General Engineering Firm Interviews and Discussion <br />Interviews were held with Focus Engineering and Bolton & Menk. <br />Items for Future Meeting <br />City Administrator Handt noted that future meeting items will include two development sketch <br />plans and possibly an update from Washington County on the TH36/CSAH 17 interchange <br />proj ect. <br />
