Approve Plans and Specifications and Order Advertisement for Bids for 2024 Street and <br />Utility Improvements <br /> <br />Councilmember Dragisich, seconded by Councilmember Holtz, moved TO APPROVE THE <br />CONSENT AGENDA AS PRESENTED. Motion passed 5 - 0. <br />ITEM 12: Fire Department Annual Report <br />Fire Chief Kalis and Assistant Chief Svoboda presented the 2024 Fire Department Annual <br />Report. <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO ADOPT THE 2024 <br />FIRE DEPARTMENT ANNUAL REPORT. Motion passed 4 – 0. <br />ITEM 13: Approve Stillwater School District Comprehensive Plan Amendment and <br />Rezoning <br />Contract Planner Nathan Fuerst presented the proposal for a new elementary school on a 47.6 <br />acre site at the intersection of 10th Street N. and Lake Elmo Avenue N. in Lake Elmo. Planner <br />Fuerst reviewed the current and requested zoning and the Minnesota shooting range law. Fuerst <br />also noted Planning Commission and staff recommendations. <br />Mike Funk, Stillwater School Superintendent, commented on the location of the school. School <br />District Director of Operations Mark Drommerhausen also commented on the selection process <br />and criteria for a new elementary school location. <br />Melissa Spaulding, 420 Cimarron, commented on changes to Lake Elmo due to development and <br />supported the need for a new elementary school at the chosen location. <br />Hannah Reyes, 3124 Laverne Ct. N. spoke in favor of the rezoning request. <br />Phil Dreyer, 11041 12th St. N., spoke against the location chosen for the new school and <br />requested denial of the application. <br />Mary Sue Schrantz, 11041 12th St. N., spoke against the location of the new school. <br />Stephen Gorde, Lake Elmo Elementary Principal, spoke in favor of the rezoning request for the <br />new school. <br />Micah Vrieze, 11075 3rd St. N., urge the Council to approve the requests for a comp plan <br />amendment and rezoning. <br />Allison Sherman, Stillwater School Board, spoke in favor of the new school location.
