STAFF REPORT <br />DATE: March 19, 2024 <br /> CONSENT <br /> <br />AGENDA ITEM: Approve Plans and Specifications and Order Advertisement for Bids for the 30th <br />Street North Gap Segment Improvements <br />SUBMITTED BY: Jack Griffin, City Engineer <br />REVIEWED BY: Clark Schroeder, Interim City Administrator Clarissa Hadler, Finance Director Marty Powers, Public Works Director <br /> Chad Isakson, Assistant City Engineer <br /> <br /> <br />ISSUE BEFORE COUNCIL: Should the City Council approve the Plans and Specifications and Order <br />the Advertisement for Bids for the 30th Street North Gap Segment Improvements? <br /> <br />BACKGROUND: On December 5, 2023, following a presentation on the preliminary design findings and <br />recommendations, the City Council ordered the improvements and preparation of the plans and <br />specifications for the 30th Street North Gap Segment Improvements. The project was initiated as part of <br />the City’s annual Capital Street Improvement Program. <br /> <br />The project includes pavement rehabilitation of approx. 1,400 feet (0.27 miles) of collector roadway to <br />address the distressed pavement areas remaining between two recently improved segments along 30th <br />Street. To create a cohesive and uniform final pavement surface, portions of the project area will receive a <br />full depth reclamation (approx. 19,100 SF) and the remaining pavement areas will receive a 2‐inch mill & <br />overlay (approx. 28,500 SF). Approximately 2,300 LF of existing mountable curb along the corridor will <br />be replaced with barrier curb, and approximately 1,100 LF of existing bituminous trail will be repaved with <br />a 2.5‐inch bituminous pavement over a recompacted existing aggregate base. <br /> <br />PROPOSAL DETAILS/ANALYSIS: The plans and specifications have been completed for the <br />improvements and are ready to be advertised for contractor bids. A bid date has been scheduled for April <br />18, 2024. Contractor bids will be received and reviewed by staff with a tentative staff recommendation for <br />award of contract to be presented for council consideration at the May 7, 2024 council meeting. <br /> <br />FISCAL IMPACT: The project may be funded through a combination of cash on hand and/or the issuance <br />of general obligation bonds. No cost will be assessed for these improvements. Approval of this motion does <br />not commit the council to the project costs. Once contractor bids are received, the actual construction costs <br />will be known and the council will be asked to consider entering into a contract to complete the work. <br />RECOMMENDATION: Staff is recommending that the City Council consider approving the plans and <br />specifications and ordering the advertisement for bids for the 30th Street North Gap Segment <br />Improvements. The recommended motion for this action is as follows: <br />“Move to approve Resolution No. 2024-036, approving the Plans and Specifications and Ordering the <br />Advertisement for Bids for the 30th Street North Gap Segment Improvements.” <br /> <br /> <br /> <br />
