STAFF REPORT <br />DATE: March 19, 2024 <br /> REGULAR <br /> <br />AGENDA ITEM: Approve Resolution Receiving Feasibility Report, Calling Hearing on <br />Improvement, Approving Plans and Specifications, and Ordering Advertisement <br />for Bid for the 15th Street North Improvements <br /> <br />SUBMITTED BY: Jack Griffin, City Engineer <br />REVIEWED BY: Clark Schroeder, Interim City Administrator Clarissa Hadler, Finance Director Marty Powers, Public Works Director <br /> Chad Isakson, Assistant City Engineer <br /> <br /> <br />ISSUE BEFORE COUNCIL: Should the City Council accept the Feasibility Report, call a Public <br />Hearing, approve the Plans and Specifications, and Order the Advertisement for Bids for the 15th Street <br />North Improvements, with the Improvement Hearing to be held at the May 7, 2024 council meeting? <br /> <br />BACKGROUND: On December 5, 2023, following a presentation on the preliminary design findings and <br />recommendations, the City Council authorized the preparation of the feasibility report, and the plans and <br />specifications for the 15th Street North Improvements. The project was initiated as part of the City’s annual <br />Capital Street Improvement Program which provides for the long-term planning and management of street <br />and transportation infrastructure throughout the city. <br /> <br />PROPOSAL DETAILS/ANALYSIS: A Feasibility Report has been prepared to address the pavement <br />rehabilitation improvements programmed for construction in 2024. The report serves to identify the <br />necessary improvements, the estimated project costs, and to consider the assessment of a portion of the <br />project costs to properties adjacent to and benefitting from the improvements. <br /> <br />The project includes pavement rehabilitation of approx. 2,594 feet (0.49 miles) of collector roadway, <br />consisting of a Full Depth Reclamation (FDR). The project area includes the segment of 15th Street that <br />connects Inwood Avenue (CSAH 13) to the City of Oakdale. The roadway segment is designated as a <br />Municipal State Aid Street (MSAS) which is eligible to receive MSA funds to pay for all or a portion of <br />the improvements that are state aid eligible and if the improvements meet state aid design standards. The <br />street is currently a rural section roadway that is 40-feet wide with two (2), 12-foot drive lanes and 8-foot <br />paved shoulders. The seven (7) abutting properties are large, mostly undeveloped agricultural parcels. One <br />property operates a commercial business. <br /> <br />The Full Depth Pavement Reclamation (FDR) will include an 8‐inch recycled aggregate base with a new <br />4-inch bituminous surface. Based on the testing performed and the in‐place pavement layer thicknesses, <br />there is sufficient material to perform FDR. The FDR approach provides a design life similar to that of <br />reconstruction and is less expensive. It also disrupts crack patterns, reducing the potential for reflective <br />cracking. Structurally, the overall capacity of the street will meet a 10-ton design. The pavement surface <br />width will be reduced from 40 feet down to 36 feet, leaving a single 12-foot eastbound thru lane, a single <br />12-foot westbound thru lane, and 6-foot paved shoulders. Existing connecting driveways will be resurfaced <br />up to the public right-of-way. <br /> <br />Upon completion of the FDR improvements, the roadway will be striped consistent will existing conditions, <br />including a double yellow centerline stipe to prohibit passing along the length of the street segment.
