STAFF REPORT <br />DATE: <br /> REGULAR <br /> <br /> <br />TO: Lake Elmo City Council <br />FROM: Clark Schroeder <br />AGENDA ITEM: Search for City Administrator <br />REVIEWED BY: Clark Schroeder <br />BACKGROUND: <br />The city of Lake Elmo is looking for a new city administrator. Interim City Administrator Schroeder has <br />been working with Public Administration Associates (PAA ) to facilitate the search for a new <br />administrator. This will be the first sort of candidates. <br /> <br />ISSUE BEFORE COUNCIL: <br />The council should pick between 6-10 candidates that it wants to consider further in the search process. <br />These “semi-final” candidates will submit video interviews (see draft of questions to be asked the selected <br />candidates). <br /> <br />PROPOSAL DETAILS/ANALYSIS: <br />PAA will be presenting mini-resumes of all candidates (application materials are being accepted through <br />March 15th) and that report will be forwarded to you after it is received this weekend from PAA. The report <br />will include a rating of all candidates based upon how they meet the stated qualifications for the <br />administrator position as well as on how they meet the requirements and expectations of the city council <br />and staff and PAA’s preliminary background research. There will be no names listed in this first sort, as <br />some candidates that have applied may be in the position that they don’t want their names public at this <br />point. When the city names finalists, those names will be public record. <br /> <br /> <br />FISCAL IMPACT: <br />The city is paying $15,750 plus direct costs for testing of candidate, background checks, advertising, and <br />other miscellaneous expenses. <br /> <br />OPTIONS: City Council could just select finalists for the position and forgo the semi-finalist video <br />interview process. In that case, only 3-5 candidates would be selected as finalists. This option is not <br />recommended by PAA but is nonetheless an option. <br /> <br />RECOMMENDATION: <br />Motion to advance candidates numbered_____________ to be semi-finalists for <br />the Lake Elmo City Administrator position. <br /> <br />ATTACHMENTS: Draft Semi-Finalist Letter. PAA Candidate Report to be distributed after it is received <br />after March 15th application deadline.
