STAFF REPORT <br />DATE: 04/02/2024 <br /> Consent <br />TO: CITY COUNCIL <br />AGENDA ITEM: Tablyn Park Parking <br />FROM: Adam Swanepoel, Assistant Public Works Director <br />REVIEWED BY: Marty Powers, Public Works Director <br /> <br />BACKGROUND: <br />In the summer of 2022, staff along with parks commission members were asked to review conditions of <br />Tablyn Park. Survey results from the 2022 community survey expressed the need for additional parking <br />were taken into consideration. Staff took the results of the survey into consideration and added parking to <br />the CIP for 2024. Parks commission approved the CIP in June of 2023 and was later approved by City <br />Council. <br /> <br />Tablyn Park is sought by many in the winter for its great sliding hill. Due to the number of users in the <br />winter this causes vehicles to park on Stillwater Boulevard in order to utilize the hill. In addition the <br />upgrade of the tennis courts began in 2023 to include both tennis and pickle ball courts. Staff expects the <br />number of cars to exceed the current parking spots which are currently available. <br /> <br />The parking topic at Tablyn Park was brought up and considered in 2015 and in 2018. At that time <br />options were considered to remove the basketball court and swing for additional parking, sign one side of <br />the drive isle as no parking or providing additional parking at the bottom of the hill. No action was taken <br />during either discussion. <br /> <br />ISSUE BEFORE CITY COUNCIL: <br />Would City Council like to extend the current parking lot at Tablyn Park? <br /> <br />PROPOSAL DETAILS/ANALYSIS: <br />Parking at Tablyn Park has been a discussion with the Parks Commission in the past and continues to be a <br />topic brought up by some of its users. Currently the park provides about 10 parking stalls. In the past, this <br />may have been sufficient for its summer amenities however, winter activities continue to become a major <br />attraction at the park and cause many to park outside of the park in order to utilize it. In an effort to minimize <br />the impact to the park and maximize usable park amenities, additional parking could be provided with the <br />removal of landscaping. <br /> <br />Extension of the current parking lot to the north 100-110’ along the park entrance road could add 10-11 <br />additional parking stalls. In doing so, three trees would be removed along with 100 feet of black dirt and <br />sod. Public works staff could remove the trees, black dirt, construct a base using sand and gravel material <br />at a minimal expense. <br /> <br />Considering the proposed area, staff has estimated the following expenses: <br /> <br />Excavating/ Removal $0 – Conducted by PW staff <br />Gravel Base $0 - PW stock material <br />Sand Base $4,000 <br />Asphalt $17,000
