STAFF REPORT <br />DATE: 4/2/24 <br /> CONSENT <br /> <br />TO: City Council <br />FROM: Julie Johnson, City Clerk; Rebecca McGuire, Deputy Clerk <br />AGENDA ITEM: Recycling Grant <br />REVIEWED BY: Clark Schroeder, Interim City Administrator <br /> <br />BACKGROUND: <br />For several years, the City has been a participant in the Recycling Grant program offered by Washington <br />County. This program allows for reimbursement of costs related to encouraging residential recycling in <br />the City of Lake Elmo. <br /> <br />ISSUE BEFORE COUNCIL: <br />Should the city approve the Recycling Grant Agreement with Washington County? <br /> <br />PROPOSAL DETAILS/ANALYSIS: <br />Staff has identified projects including purchasing recycling receptacles for the new City Center and <br />performing community outreach via the City’s website, newsletter and other electronic communications to <br />encourage recycling and inform residents of opportunities to reduce their solid waste through recycling. <br />The project plan has been accepted by Washington County and upon completion of the tasks included the <br />City will receive a grant of $17,273 for 2024. <br /> <br />FISCAL IMPACT: <br />• $17,273 will be received if all tasks are completed according to the plan. <br /> <br />OPTIONS: <br />• Approve the Recycling Grant Agreement <br />• Deny the Recycling Grant Agreement <br />• Table for future discussion <br /> <br />RECOMMENDATION: <br />If removed from the Consent Agenda, staff recommends the following motion: <br /> <br />“Motion to approve the 2024 Grant Agreement for Municipal Recycling Grant Distribution between the <br />City of Lake Elmo and Washington County.” <br /> <br /> <br />ATTACHMENTS: <br />• Grant Agreement
