STAFF REPORT <br />DATE: April 2, 2024 <br /> REGULAR <br /> <br />AGENDA ITEM: Approve Plans and Specifications and Order Advertisement for Bids for the <br />Stillwater Boulevard (CSAH 14) Trunk Watermain Improvements <br />SUBMITTED BY: Jack Griffin, City Engineer <br />REVIEWED BY: Clark Schroeder, Interim City Administrator Clarissa Hadler, Finance Director Marty Powers, Public Works Director <br /> Chad Isakson, Assistant City Engineer <br /> <br /> <br />ISSUE BEFORE COUNCIL: Should the City Council approve the Plans and Specifications and Order <br />the Advertisement for Bids for the Stillwater Boulevard (CSAH 14) Trunk Watermain Improvements? <br /> <br />BACKGROUND: On February 20, 2024, the City Council approved the plans and specifications for the <br />Stillwater Boulevard (CSAH 14) Trunk Watermain Improvements and authorized staff to advertise the <br />project for bids. The improvements include the extension of a 12-inch trunk watermain along segments of <br />Stillwater Boulevard (CSAH 14) and Stillwater Lane from Jamaca Court to Klondike Avenue. <br />Reconstruction of Stillwater Lane is included in the scope of work. <br /> <br />The project will construct a critical trunk water transmission line that completes a primary watermain loop <br />within the intermediate pressure zone, and provides a secondary transmission main to ensure a continued <br />water supply under conditions of a trunk watermain repair/break. The trunk watermain improvement is <br />also needed to meet the growing water supply delivery demands for the newly connected neighborhoods <br />outside of the City growth areas, and was identified as an important water system improvement in the Clean <br />Drinking Water Supply Plan (CDWSP) recently completed for the 3M Settlement Funds. The project will <br />provide new water service stubs to 10 residential properties, 2 of which have private well advisories. <br /> <br />PROPOSAL DETAILS/ANALYSIS: Bids were received and opened electronically on March 19, 2024. <br />The city received 7 bids, with A-1 Excavating LLC providing the lowest base bid. Full bid results can be <br />viewed in the engineer’s attached letter of recommendation. <br /> <br />Contractor references for A-1 Excavating LLC were reviewed and verified. The City Engineer and the <br />design engineer (SEH) are therefore recommending that the City award the contract to the lowest <br />responsible bidder, A-1 Excavating LLC, for the base bid contract amount of $2,459,786.00. <br /> <br />In addition, staff received proposals from Braun Intertec and AET, Inc. to complete material testing during <br />construction, and received a proposal from SEH, Inc. to provide construction support services, including <br />staking and on-site observation services. Staff is recommending the city enter into a material testing contract <br />with Braun Intertec in the not-to-exceed amount of $25,400, and enter into a construction services contract <br />with SEH in the amount of $197,800. <br />FISCAL IMPACT: Approval of this resolution commits the council to enter into a construction contract <br />for the project. The post-bid estimated total project cost is $3,140,000, including $1,955,000 for the water <br />system improvements and $1,185,000 for street improvements. <br /> <br />The project will be funded through the MPCA Grant in the amount of $3,140,000. No special benefit <br />assessments are proposed for these improvements. The Grant is set to expire on December 31, 2025.
