1 <br /> <br /> STAFF REPORT <br />DATE: 4/2/2024 <br /> MOTION <br />TO: City Council <br />FROM: Sophia Jensen, City Planner <br />AGENDA ITEM: Royal Golf Club at Lake Elmo 6th Addition Final Plat and Planned Unit <br />Development (PUD) Plans <br />REVIEWED BY: Jason Stopa, Community Development Director <br /> Nathan Fuerst, Bolton and Menk Planning Consultant <br />BACKGROUND: <br />The City Council is being asked to consider a request by U.S. Home, LLC (Lennar) for approval of the <br />Final Plat and Final PUD plans for the Royal Golf Club at Lake Elmo 6th Addition. This is the 6th and <br />final addition of the Royal Golf Club plat and will contain 46 units for a total of 261 single family <br />detached lots in the plat. <br /> <br />Per Zoning Code Article XVIII, Procedures for Processing a Final PUD, because the City Council has <br />already approved a Preliminary PUD, the City Council’s recommendation shall only focus on whether <br />the PUD Ordinance and PUD Final Plan are in substantial compliance with the PUD Preliminary Plan <br />and required conditions of approval. <br /> <br />ISSUE BEFORE CITY COUNCIL: <br />The City Council should provide a decision on the Final Plat and Planned Unit Development (PUD) <br />Plans for the Royal Golf Club and Lake Elmo 6th Addition. <br /> <br />REVIEW/ANALYSIS: <br />Applicant and Owner: U.S. Home, LLC (Lennar) <br />Location: Outlot I, Royal Golf Club at Lake Elmo 5th Addition. <br />Request: Application for Final Plat and PUD Plans to approve 46 residential lots <br />Existing Land Use: Current Zoning: GCC – Golf Course Community and PUD <br />Comprehensive Plan: GCC – Golf Course Community <br />Deadline for Action: Application Complete – 2/12/2024 <br />60 Day Deadline – 4/12/2024 <br />Applicable Regulations: Title 103 – Subdivision Regulations <br /> Article XVIII – Planned Unit Development <br /> Article 12 – Urban Residential Districts (GCC) <br /> Royal Golf Club at Lake Elmo PUD <br />
