STAFF REPORT <br />DATE: 4/9/2024 <br /> REGULAR <br /> <br /> <br />TO: City Council Workshop <br />FROM: Marty Powers, Public Works Director <br />AGENDA ITEM: Cross Walk Policy Discussion <br />REVIEWED BY: Jack Griffin, City Engineer <br /> Clark Schroeder, Interim City Administrator <br /> <br /> <br />BACKGROUND: After receiving resident request for improving Cross Walk Safety near Arbor Glen <br />Senior Living in 2023, the Mayor and two City Council members have asked staff to add to the April <br />Work shop agenda, a discussion to determine if a Crosswalk Policy is needed. On average, staff receives <br />two or three crosswalk safety improvement requests each year from residents. <br /> <br />ISSUE BEFORE COUNCIL: Determine if a Cross Walk Policy needed and if so, what would Council <br />like to include in it. <br /> <br />PROPOSAL DETAILS/ANALYSIS: Currently the City does not have a policy to determine when and <br />where specific crosswalk safety devices are to be used or added. Past practice in Lake Elmo has been to <br />defer to Washington County/MnDOT for crosswalk determinations, since crosswalk markings are <br />generally limited to higher volume roadways, and unmarked crosswalks are standard in residential <br />neighborhoods and for lower volume roadways. Studies tend to show that excessive signage and paint <br />markings, in particular within residential neighborhoods, are not always effective and often ignored or <br />neglected. The sheriff Department has indicated there have been no reports in the last five years of a <br />pedestrian being stuck while crossing a city street in Lake Elmo. <br /> <br />FISCAL IMPACT: None at this time <br /> <br />OPTIONS: If Council wishes to see a crosswalk policy implemented, please provide staff with direction <br />on where to use what safety devices, so staff can bring a policy back to a council meeting for approval. <br /> <br />ATTACHMENTS: <br />1.
