1 <br /> INTRODUCTION <br />The City of Eagan encourages multimodal transportation to access destinations in daily life and <br />recreate via the community’s many parks and trails. Eagan continues to receive high citizen survey <br />satisfaction ratings for ease of walking and biking and for the availability of such infrastructure. <br />Eagan strives to provide safe, accessible, and efficient travel for all modes of transportation, while <br />prioritizing the transportation network’s most vulnerable users: people walking, rolling, and <br />bicycling. As the City strives Toward Zero Deaths within the city’s transportation network, a <br />consistent application of pedestrian crossing enhancements is critical to best serve all users. Dakota <br />County began using a pedestrian crossing guidance process developed as a part of the County’s <br />Pedestrian Crossing Safety Assessment in July 2022. As a partner jurisdiction in Dakota County, the <br />City of Eagan has adopted Dakota County’s guidance to maintain a consistent application of <br />crossing enhancements along all city and county roadways. <br />The purpose of this policy is to leverage the County’s process to guide the City in evaluating and <br />implementing a pedestrian crossing program that provides people walking, rolling, and bicycling a <br />safe place to cross while providing motorists reasonable and consistent expectations for where and <br />what that may look like. This consistent process and application are important for the safety of all <br />as it sets reliable expectations while traveling throughout the transportation network. The intent is <br />to ensure a mutual understanding between the City Council, Staff, and residents of Eagan when <br />presented as part of a public improvement project, or by a citizen or City staff request. <br />MINNESOTA STATE STATUTE <br />Minnesota State Statute Chapter 169 defines a crosswalk and pedestrians, as well as the rights of <br />pedestrians and motorists regarding when and where to yield right-of-way. The definitions and <br />legal language detailed in this section provide a foundation for how pedestrian crossings are <br />viewed in Minnesota and considered by this assessment. <br />169.011 Definitions <br />Subdivision 20. Crosswalk. <br />"Crosswalk" means (1) that portion of a roadway ordinarily included with the prolongation or <br />connection of the lateral lines of sidewalks at intersections; (2) any portion of a roadway distinctly <br />indicated for pedestrian crossing by lines or other markings on the surface. <br />Subdivision 20. Pedestrian. <br />"Pedestrian" means any person afoot or in a wheelchair. <br />169.21 Pedestrian <br />Subdivision 2. Rights in absence of signal.
