12 <br />Exceptions to Criteria <br />In some cases, it may be reasonable to allow exceptions to the criteria previously described. Any <br />exception may require review, consideration, and discussion from city staff and must be clearly <br />documented including the reason why the criteria exception was required. Examples could include <br />a location that is identified for consideration of a crossing enhancement but does not meet the <br />criteria outlined in this document though it has other factors where crossing enhancements may be <br />applicable. The city may choose not to construct crossings that have a high cost, are not justified <br />by the project’s benefits, or have constraints present that require significant design. Developers <br />should coordinate planning, design, and implementation of all crossings with the City of Eagan’s <br />Public Works Department. <br />4. ENGINEERING REVIEW <br />If a location is identified as appropriate for consideration of crossing enhancements in the <br />flowchart, then the following process should be completed to determine if additional crossing <br />infrastructure enhancements could be implemented. This is a methodical process that potentially <br />highlights items not previously considered. <br />Step 1: Traffic Volume Review <br />The first step of this process is important as the Potential Crossing Enhancement Matrix relies upon <br />the number of lanes as one of three key inputs. This step ensures that the number of lanes (travel <br />and turn lanes) at the point of crossing is adequate for the traffic volumes. Right sizing the crossing <br />distance is critical to all modes of travel, but particularly important to non-motorized users, as the <br />goal is to minimize their time in the hazard zone. <br />1. Analyze existing (and future traffic volumes subject to site-specific engineering judgement) <br />using the Dakota County capacity thresholds to determine if the roadway design is <br />appropriate (see Table 1). <br />Table 1.
