N ote: Treatm ents in the “always consider” and “also consider” categories are not m andated or <br />required. Agencies should also review safety issues, surrounding land developm ent, p edestrian travel patterns, counterm easure effectiveness <br />and costs w hen considering appropriate counterm easures for the crossing. <br />This guide was develop ed based on guidance from the Federal H ighway Adm inistration (FH WA) and the Pedestrian C rosswalk Policy <br />D evelopm ent G uidelines (Rep ort 2020RIC 01), a Local Road Research Board study that aim s to im prove p edestrian safety at uncontrolled <br />crosswalks.
