STAFF REPORT <br />DATE: 4/9/2024 <br /> REGULAR <br /> <br /> <br />TO: Lake Elmo City Council <br />FROM: Clark Schroeder <br />AGENDA ITEM: Search for City Administrator <br />REVIEWED BY: Julie Johnson. <br /> <br />BACKGROUND: <br />The city of Lake Elmo is looking for a new city administrator. Interim City Administrator Schroeder has <br />been working with Public Administration Associates (PAA ) to facilitate the search for a new <br />administrator. We will be choosing a candidate at this meeting to move on to the negotiation <br />phase of the process. <br /> <br />ISSUE BEFORE COUNCIL: <br />The Council should pick their new city administrator and direct the Mayor and the current interim <br />city administrator to develop a contract and submit to council for approval on April 16th. <br /> <br />PROPOSAL DETAILS/ANALYSIS: <br />The 3 finalists will be at the city all day on April 9th. In the morning, they will rotate between a <br />tour of the city with Administrator Schroeder, complete a writing exercise, and have a discussion <br />with the city department heads. After lunch with the city council, candidates will interview with <br />individual council members. <br /> <br />FISCAL IMPACT: <br />The city is paying $15,750 plus direct costs for testing of candidates, written reference reports, <br />advertising, and other miscellaneous expenses. Upon selecting a final candidate, PAA can assist <br />with the negotiation of the employment agreement. The city’s employment offer to the finalist will <br />be contingent upon the city conducting successful criminal and financial background <br />investigations. <br /> <br />OPTIONS: City Council should select their candidate for new city administrator from the 3 <br />finalists. <br /> <br />RECOMMENDATION: <br /> <br />Move to direct the Mayor and Interim Administrator Schroeder to negotiate an <br />employment contract with ________________ for the Lake Elmo City Administrator <br />position. <br />
