TIIF: CITY OF <br />LAKE ELMO <br />STAFF REPORT <br />DATE: April 1.6, 2024 <br />CONSENT <br />AGENDA ITEM: Approve Resolution of Support for the County State Aid Highway 15 <br />(Manning Avenue) Improvements, from loth Street (CSAH 10) to 3,500 <br />feet north of 30th Street <br />SUBMITTED BY: Jack Griffin, City Engineer <br />REVIEWED BY: Clark Schroeder, Interim City Administrator <br />Marty Powers, Public Works Director <br />Jason Stopa, Community Development Director <br />Chad Isakson, Assistance City Engineer <br />ISSUE BEFORE COUNCIL: Should the City Council approve a Resolution of Support for the County <br />State Aid Highway 1.5 (Manning) Improvements, from I Oth Street (CSAH 10) to 3,500 feet north of 30th <br />Street? <br />BACKGROUND AND PROPOSAL DETAILS/ANALYSIS: Washington County is requesting that the <br />City of Lake Elmo approve a resolution of support for the County State Aid Highway 1.5 (Manning) <br />Improvements, from loth Street (CSAH 10) to 3,500 feet north of 30th Street. The resolution expresses the <br />City's support for the project, for the preliminary design layout dated February 13, 2024, and allows the <br />County to proceed with the completion of the final design and plan review for the project. Upon completion <br />of the final design the County will request the City to enter into a Cooperative Cost Agreement for the <br />Project. The project is planned for construction in 2025. <br />The improvements include pavement rehabilitation along the corridor, consisting of approximately 2,500 <br />feet of Mill and Overlay (north end of project) and a Full Depth Reclamation of the remaining roadway <br />pavements, from approximately 33rd Street (airport access) to loth Street. To improve safety along the <br />corridor the County is adding new southbound left turn lanes at 27th Street, 24th Street (Manning Trail), <br />22nd Street, and 18th Street; and adding northbound left turn lanes at Manning Trail (north intersection), <br />22nd Street, 18th Street Court, and Manning Trail (south intersection). The west leg of 18th Street will have <br />its current access to Manning Avenue (CSAH 15) closed with the installation of a new cul-de-sac. The <br />closure is necessary due to the close proximity of the 18th Street Court/Manning Avenue intersection. Post <br />project, all access from Lake Elmo, between loth Street and 30th Street, will be directed to either the north <br />Manning Trail intersection or the south Manning Ttrail intersection. Street lighting will be added at the <br />Manning Trail intersection as requested by city staff. There are no stormwater management BMP impacts <br />in Lake Elmo and there is no right-of-way acquisition proposed in Lake Elmo for this proposed <br />improvement. <br />FISCAL IMPACT: The anticipated cost participation in the project by the City of Lake Elmo is limited, <br />in the current (60%) plans estimated amount of $2,460. The preliminary total estimated project cost is <br />$3,434,500. <br />RECOMMENDATION: Staff is recommending that the City Council approve, as part of the Consent <br />Agenda, a Resolution supporting Washington County's recommended layout for the County State Aid <br />
