LAKE ELMO CITY COUNCIL MINUTES <br /> April 16, 2024 <br /> <br /> <br />Page 2 of 3 <br /> <br />Councilmember Hirn, seconded by Councilmember Dragisich, moved TO APPROVE THE <br />CONSENT AGENDA AS PRESENTED. Motion passed 3 - 0. <br /> <br />ITEM 5: Accept Bids and Award Contract for the 2024 Street and Utility Improvements <br /> <br />City Engineer Griffin presented the project schedule, location and proposed improvements. <br /> <br />Cliff Bujold discussed modification to the curbing in Carriage Station and requested that a <br />driveway approach be installed at residences in place of surmountable curb. <br /> <br />Councilmember Hirn, seconded by Councilmember Dragisich, moved TO APPROVE <br />RESOLUTION NO. 2024–045, ACCEPTING BIDS AND AWARDING A CONTRACT TO <br />NORTHDALE CONSTRUCTION COMPANY FOR THE BASE BID IN THE AMOUNT OF <br />$1,965,312.31 FOR THE 2024 STREET IMPROVEMENTS. Motion passed 3 – 0. <br /> <br />Councilmember Hirn, seconded by Acting Mayor Holtz, moved TO AUTHORIZE A <br />MATERIAL TESTING CONTRACT WITH AET, INC. IN THE NOT-TO-EXCEED <br />AMOUNT OF $29,400 FOR THE 2024 STREET IMPROVEMENTS. Motion passed 3 – 0. <br /> <br />ITEM 6: 10997 32nd St. N. Variances and Lot Division <br /> <br />City Planner Jensen presented the request for a lot split and variances for lot width, area and <br />setbacks. Planner Jensen noted that the property was two parcels in the past and the current <br />owners are seeking to return the property to two lots. <br /> <br />Councilmember Hirn, seconded by Councilmember Dragisich, MOVED TO ADOPT <br />RESOLUTION 2024-042 APPROVING THE LOT DIVISION AND VARIANCE REQUESTS <br />FROM DAVID SCHOMOKEL AND SARAH JOHNSON FOR THE PROPERTY LOCATED <br />AT 10997 32ND STREET NORTH WITH THE CONDITIONS LISTED IN THE STAFF <br />REPORT. Motion passed 3 – 0. <br /> <br />ITEM 7: Animal Inn Conditional Use Permit Amendment and Variance <br /> <br />City Planner Jensen presented the request from Animal Inn to expand their facility to include a <br />building addition, new building and fencing modifications. The applicant addressed questions <br />related to parking, noting results of a parking survey they conducted to ensure parking would be <br />adequate for their customers. <br /> <br />Councilmember Hirn, seconded by Councilmember Dragisich, MOVED TO ADOPT <br />RESOLUTION 2024-043 APPROVING VARIANCES FOR THE ANIMAL INN PROPERTY <br />LOCATED AT 8611 34TH STREET N WITH THE FINDINGS AND CONDITIONS LISTED <br />IN THE STAFF REPORT. Motion passed 3 – 0. <br />
