STAFF REPORT <br />DATE: May 7, 2024 <br /> CONSENT <br /> <br />AGENDA ITEM: Accept Bids and Award Contract for the 30th Street North Gap Segment <br />Improvements <br /> SUBMITTED BY: Jack Griffin, City Engineer <br /> REVIEWED BY: Clark Schroeder, Interim City Administrator Clarissa Hadler, Finance Director Marty Powers, Public Works Director <br /> Chad Isakson, Assistant City Engineer <br /> <br /> <br />ISSUE BEFORE COUNCIL: Should the City Council accept bids and award a contract for the 30th <br />Street North Gap Segment Improvements? <br /> <br />BACKGROUND: On March 19, 2024, the City Council approved the plans and specifications for the <br />30th Street North Gap Segment Improvements and authorized staff to advertise the project for bids. The <br />Project was advertised on QuestCDN.com and in the Stillwater Gazette in accordance with the Minnesota <br />Competitive Bidding requirements. <br /> <br />The project includes pavement rehabilitation of approximately 1,400 feet (0.27 miles) of collector roadway <br />to address the distressed pavement areas remaining between two recently improved segments along 30th <br />Street. To create a cohesive and uniform final pavement surface, portions of the project area will receive a <br />full depth reclamation (approx. 19,100 SF) and the remaining pavement areas will receive a 2‐inch mill & <br />overlay (approx. 28,500 SF). Approximately 2,300 LF of existing mountable curb along the corridor will <br />be replaced with barrier curb, and approximately 1,100 LF of existing bituminous trail will be repaved with <br />a 2.5‐inch bituminous pavement over a recompacted existing aggregate base. <br /> <br />PROPOSAL DETAILS/ANALYSIS: Bids were received and opened electronically on April 18, 2024. <br />The City received 3 bids for this project, with Bituminous Roadways, Inc. providing the lowest bid in the <br />amount of $353,078.55. Following review and verification of the bid tabulations, the City Engineer and the <br />engineering design consultant are recommending that the Council award the contract to the lowest <br />responsible bidder, Bituminous Roadways, Inc., as outlined in the attached letter. <br /> <br />In addition, staff received proposals from Braun Intertec and AET, Inc. to complete material testing during <br />construction. Staff is recommending the City enter into a material testing contract with Braun Intertec in <br />the not-to-exceed amount of $6,648. <br /> <br />FISCAL IMPACT: The estimated total post-bid project cost is $495,000. The project may be funded <br />through a combination of cash on hand and/or the issuance of general obligation bonds. No cost will be <br />assessed for these improvements. <br />RECOMMENDATION: Staff is recommending that the City Council approve a Resolution accepting <br />bids and awarding a contract to Bituminous Roadways, Inc., for the bid amount of $353,078.55 for the 30th <br />Street North Gap Segment Improvements. The recommended motion for this action is as follows: <br />“Move to approve Resolution No. 2024-050, accepting bids and awarding a contract to Bituminous <br />Roadways, Inc. for the bid amount of $353,078.55 for the 30th Street North Gap Segment <br />Improvements.”
