8 <br /> <br />research indicates that there is an increased want for rural birth centers. The applicant is not <br />proposing to expand the use and would meet the proposed text amendment requirements. <br /> <br />PLANNING COMMISSION: <br />The Planning Commission reviewed the requests at their March 11th, 2024, meeting. The <br />Commission voted to recommend approval of the comprehensive plan amendment, that motion <br />failed (Vote 2-3). The descending Commission members did not feel the need to process the <br />removal of the Ag Preserve at this time. They felt the property should maintain its preserve <br />guidance. The Commission voted to recommend approval of the zoning text amendment, that <br />motion passed (Vote 3-2). <br /> <br />FISCAL IMPACT: <br />There is no fiscal impact to the City at this time. Sites that may develop with the proposed use <br />would be required to conform to applicable standards, with infrastructure connections made at the <br />expense of an Applicant. <br /> <br />OPTIONS: <br />• Approve the proposed amendments. <br />• Amend the proposed amendments. <br />• Deny the proposed amendments. <br /> <br />RECOMMENDATION: <br />Staff suggest the City Council approve the Comprehensive Plan Amendment to reflect that the <br />property is no longer in the Agricultural Preserve Program. Staff suggest the City Council approve <br />the zoning text amendments as amended by Staff. Suggested Motions: <br /> <br />“Move to adopt Resolution 2024-054 approving the comprehensive plan amendment for the <br />property from Agriculture Preserve (AP) to Rural Area Development (RAD) with conditions <br />listed in the staff report.” <br /> <br />AND <br /> <br />“Move to adopt Ordinance 2024-09 approving the zoning text amendments requested by <br />Minnesota Women’s Care as amended by City Staff.” <br /> <br />AND <br /> <br />“Move to adopt summary of publication of Ordinance 2024-09 with approval of Resolution <br />2024-055” <br /> <br />ATTACHMENTS: <br />• Proposed Text Amendments <br />• Site Location Map <br />• Applicant Narrative and Supplemental Materials <br />• Written Public Comment <br />• Resolution 2024-054 – Comprehensive Plan Amendment <br />• Ordinance 2024-09 – Zoning Text Amendment <br />• Resolution 2024-055 – Summary of Publication
