1 <br />STAFF REPORT <br />DATE: 5/21/2024 <br /> REGULAR <br />MOTION <br />TO: City Council <br />FROM: Jason Stopa, Community Development Director <br />AGENDA ITEM: Planning Commission Meeting Start Time Change <br />REVIEWED BY: Sophia Jensen, City Planner <br />BACKGROUND: <br />The Planning Commission start time is 7pm and is set by city ordinance LEC 3.12.190(b) Meetings, which <br />states: <br />“Regular meetings shall be held in the city hall at 7:00 p.m. on the second and fourth Mondays of each <br />month. No action shall be taken in the absence of a quorum except to adjourn the meeting to a subsequent <br />date. A regular meeting may be canceled or rescheduled by the chair at a prior meeting or if there are no <br />scheduled agenda items on the Thursday prior to the meeting. All action taken by the commission shall be by <br />the affirmative vote of a majority of the members present.” <br />The department of community development would like to change the meeting start time to 6:30pm to align <br />with the earlier start times of other boards and commissions. The Economic Development Authority, Parks <br />Commission, and Council Workshop meetings start before 7:00 pm. The change would also save the City <br />money by reducing staff overtime. <br />ISSUE BEFORE THE CITY COUNCIL: <br />The City Council is being asked to decide on the proposed text amendment to the Planning Commission <br />meeting start time. <br />PROPOSAL DETAILS/ANALYSIS <br />Proposed changes are attached. <br />PUBLIC COMMENT <br />This item does not require a public hearing. The item was discussed at Planning Commission meetings. <br />PLANNING COMMISSION <br />The commissioners have agreed to the proposed change. If any commissioner objected to the time change, <br />staff would not have recommended changing the meeting’s start time. <br />FISCAL IMPACT <br />The change would reduce staff overtime. <br />OPTIONS <br />•Recommend approval of the proposed amendment.
