STAFF REPORT <br />DATE: May 21, 2024 <br /> CONSENT <br /> <br />AGENDA ITEM: Approve Grant Agreement Amendment for the Well#2 PFAS Treatment <br />Project <br /> <br />SUBMITTED BY: Jack Griffin, City Engineer <br /> <br />REVIEWED BY: Clark Schroeder, Interim City Administrator <br /> Clarissa Hadler, Finance Director Marty Powers, Public Works Director <br /> Chad Isakson, Assistant City Engineer <br /> <br /> <br />ISSUE BEFORE COUNCIL: Should the City Council approve the Grant Agreement Amendment with <br />the MPCA for the Well#2 PFAS Treatment Project? <br />BACKGROUND: On September 5, 2023 the City Council approved a Grant Agreement with the MPCA <br />(SWIFT Contract No. 235356) to research options for temporary and/or permanent treatment of PFAS at <br />Well#2, in order to continue the full production use of the well. The work further included the water <br />distribution system network modeling to determine performance and potential system changes for various <br />alternative water supply locations. The Grant was approved in the not to exceed amount of $58,000 and <br />expires on June 30, 2025. <br /> <br />On February 20, 2024 the City Council approved the preliminary findings and recommendations to proceed <br />with design phase engineering for an Anion Exchange (IX) Treatment facility for Well#2 using paired 8‐ft <br />diameter and 15‐ft tall steel pressure vessels. Well#2 will be operated on an emergency basis only through <br />peak 2024 summer demands while building modifications are initiated. Following the summer peak <br />demands, Well#2 rehabilitation and pump replacement work would be initiated. <br /> <br />PROPOSAL DETAILS/ANALYSIS: Following approval of the preliminary findings and <br />recommendations for the work at Well#2, City staff applied for a Grant Amendment, to increase the Grant <br />amount from $58,000 to $108,000, to increase the available funding to allow work to continue on the Project <br />while the full Project Grant Application is being prepared by City staff, and reviewed and approved by the <br />MPCA staff. <br />FISCAL IMPACT: The grant provides for a reimbursement to the City in the not to exceed amount of <br />$108,000; an increase of $50,000. The Grant is set to expire on June 30, 2025. <br />RECOMMENDATION: Staff is recommending that the City Council approve, as part of the Consent <br />Agenda, the Grant Agreement Amendment with the MPCA for the Well#2 PFAS treatment Project. <br /> <br />“Move to approve the Grant Agreement Amendment with the MPCA for the Well#2 PFAS treatment <br />Project in the amended not to exceed amount of $108,000.” <br /> <br />ATTACHMENTS: <br /> <br />1.
