STAFF REPORT <br />DATE: 5/7/2024 <br /> Consent agenda. <br /> <br />AGENDA ITEM: Stormwater Appeal <br />SUBMITTED BY: Clark Schroeder, City Administrator <br />REVIEWED BY: <br /> <br />BACKGROUND: <br />The City has a surface water management fee to maintain ditches, culverts, ponds, storm sewer, <br />capital improvements, equipment, planning, inventories, weed control and surface water quality <br />improvements. <br /> <br />ISSUE BEFORE COUNCIL: <br />Should Council approve a reduction in the stormwater fee for the applicant at 5770 Hytrail ave N? <br /> <br />PROPOSAL: <br />Applicant has submitted a surface water fee appeal on the attached PDF. <br /> <br />Based upon inspection, this property does have a pond as part of his property. Staff feel this <br />improvement benefits the surface water system for Lake Elmo. Because the surface water fund <br />also supports all the other activities listed above throughout the city, not just water runoff, staff <br />support reduction of 25% for 2024 surface water fee payable in 2025,and condition future year <br />reductions of 25%. <br /> <br />FISCAL IMPACT: <br />A 25% reduction would result in a loss of $23.75 in 2024. This amount will be adjusted per the <br />fee schedule adjustment for stormwater fees annually adopted by the City Council. <br /> <br />OPTION: <br />1) Approve reduction of 25% <br />2) Approve a different level of reduction <br />3) Don’t approve a reduction <br /> <br />RECOMMENDATION: <br />“Motion to approve a 25% reduction in the stormwater fee for 5770 Hytrail ave North , for <br />2024 and 25% reduction for future years <br /> <br />ATTACHMENTS: <br />• Appeal letter. <br />• Storm water ordinance. <br /> <br />
