STAFF REPORT <br />DATE: May 21, 2024 <br /> CONSENT <br /> <br /> <br />TO: City Council <br />FROM: Dustin Kalis, Fire Chief <br />AGENDA ITEM: CIP Project F-022 – SCBA Fill Station & Compressor Replacement Purchase <br />REVIEWED BY: Clark Schroeder, City Administrator <br /> Clarissa Hadler, Finance Director <br /> <br />BACKGROUND: <br />The Fire Department is requesting to purchase a SCBA (self-contained breathing apparatus) fill <br />station & compressor as part of the department’s capital improvement plan. The 2024-2033 <br />Capital Improvement Plan included the replacement of the SCBA fill station & compressor in <br />2024. <br /> <br />ISSUE BEFORE COUNCIL: <br />Should the City Council approve the purchase of the SCBA fill station & compressor <br />recommended by staff, as outlined in the 2024 Capital Improvement Plan? <br /> <br />PROPOSAL DETAILS/ANALYSIS: <br />The fire department replaces equipment on a rotating basis based on each individual equipment <br />need and service life. The current SCBA fill station & compressor system has an expected <br />service life of 20 years. The current system was installed in 2003. As the unit ages, maintenance <br />and repair costs will continue to increase. These funds will be utilized to replace equipment in a <br />timely manner to reduce maintenance costs and down time of this vital equipment. <br /> <br />This equipment will be utilized by all fire department staff to provide refilling of our breathing <br />air that fire department staff use when working on fire and emergency scenes. This equipment is <br />expected to be in service for 20 – 25 years. <br /> <br />FISCAL IMPACT: <br />The cost of this equipment had a budgeted amount of $65,000.00 and will be funded through the <br />general fund as identified in the 2024 CIP. <br /> <br />The current Bauer fill station and compressor will be traded-in at the time of installation with the <br />trade-in value subtracted from the total purchase price. The trade-in value is $5,000. <br /> <br />Two quotes were obtained; one from Alex Air Apparatus for a Bauer system with a quoted price <br />of $51,645.00 and the second from Municipal Emergency Services for a Pivotair system at a <br />quoted price of $69,529.57 and no trade-in option. Staff recommends the purchase of the Bauer <br />system from Alex Air Apparatus as it is the same brand it is currently replacing, controls are very <br />
