A 10-year storm event results in a HWL of 933.4 <br />with an overland flow elevation of 933.1 for the proposed design, matching existing <br />conditions. The proposed trail is designed at an elevation of 935' or higher, providing a free <br />board of roughly 1.5' for the 10-year design storm event. As mentioned, the project <br />proposes discharging the stormwater runoff from the curb cuts along the turn lane to <br />drainage grates that direct stormwater under the trail. Further detail and coordination on <br />the exact design of the grates will be provided during the permit process. At the time of <br />future development of the residential component of the site, the stormwater runoff within <br />the ditch will enter a future storm sewer system and be conveyed south through the <br />development to the proposed stormwater management BMPs. <br />4. Driveway Access Spacing and Shared Driveways <br /> <br />a. Bridgewater Village site construction plan review dated 04/10/2024, items 21, 22, and 23, <br />state that the proposed driveway locations are not approved along Upper 40th and Linden <br />Ave, then discusses the potential for shared driveways between commercial lots. <br /> <br />b. The project previously submitted for sketch plan review with a shared driveway design and <br />received “staff memo sketch plat” dated 07/17/2023. Comments received by the applicant <br />noted that shared driveways are not allowed due to the required setback / buffer by code <br />from adjacent lot lines. Additionally, the comments received noted that a PUD approach <br />was not recommended for deviation from City Standards on shared driveways. <br /> <br />c. Bridgewater Village engineering comments date 10/24/23 item 12, requires a minimum of <br />100’ on centerline for driveway spacing. <br /> <br />d. The project previously submitted for sketch plan review and received “staff memo sketch <br />plat” dated 07/17/2023. Within this memo, the planning department states that driveways <br />are required to be minimum 50’ from intersections. <br /> <br />e. Per our understanding of comments received, the proposed driveway spacing and layout <br />meets requirements set forth by the City of Lake Elmo per previous comments received. The <br />proposed design provides 50’ separation from intersections and a minimum of 100’ spacing <br />between driveways. <br /> <br />f.
