26 | EXISTING CONDITIONS + NEEDS <br />RECREATION FACILITY SERVICE <br />STANDARDS <br />The recreation facility service standards in the <br />following pages identify a minimum level of service <br />needed for convenient access to recreation facilities <br />in Lake Elmo. The following standards also list the <br />minimum number of facilities recommended in the <br />community (per population), the recommended <br />service area of each of the facilities, the target <br />range/recommended quantity of each facility <br />type, the current facility numbers in Lake Elmo, <br />the excess or deficit of each facility based on <br />the target range, and any notes that provide <br />additional information. In general, Lake Elmo lacks <br />indoor recreation facilities (e.g., aquatic centers, <br />community centers, indoor ice rinks, senior centers, <br />FACILITY MIN. On the other hand, <br />there are a number of outdoor recreation facilities <br />in Lake Elmo for folks to utilize. The community <br />does lack specialiazed facilities such as a splash <br />pad, outdoor swimming pool, and skate park. <br />A NOTE ABOUT SCHOOL FACILITIES <br />Throughout this plan, school facilities such as <br />playgrounds, ballfields, soccer fields, etc., have <br />been excluded from service and distribution / gap <br />analysis (with the exception of tennis courts at Oak- <br />Land Middle School, as the city has a joint powers <br />agreement with Stillwater Area Public Schools for <br />shared use and maintenance). This is not to say <br />residents don’t use school facilities, but as the city <br />does not own them they have not been included as <br />assets in the plan. <br />TABLE 3.4 | RECREATION FACILITY SERVICE STANDARDS
