47 <br />0303 <br />VISION & GUIDING VISION & GUIDING <br />PRINCIPLESPRINCIPLES <br />Although the community developed a city-wide vision statement in the 2040 <br />Comprehensive Plan, it was not entirely specific to Lake Elmo’s park and trail <br />system. To ensure the long-term success of this park system plan, the planning <br />team engaged with a variety of stakeholders to develop an updated vision <br />statement - a statement that can be adapted over time to more accurately <br />reflect the community’s needs and aspirations for their park and trail system - <br />as well as several guiding principles and values. <br />The vision statement and guiding principles in this section of the report are <br />meant to serve as a guiding framework for the successful development and <br />management of Lake Elmo’s park and trail system. As the community’s needs <br />related to parks, trails, and open spaces evolve, the city should reflect on <br />this vision statement and set of guiding principles and make adjustments as <br />needed. <br />Figure 4.1: Natural vegetation in Sunfish Lake Park
