5 <br />0101 <br />INTRODUCTIONINTRODUCTION <br />Lake Elmo provides an expansive system of parks, trails, and open spaces for <br />its community members and visitors to enjoy. The city’s parks and trails are <br />clean and well-maintained, and community members feel safe when visiting <br />them. Residents frequent the park and trail system, with many making weekly <br />trips to local neighborhood playgrounds and recreational trails. While residents <br />value their park and recreational amenities, the city recognizes a need to keep <br />their park system current, continue to meet the needs of the community, and <br />continue to offer quality amenities to its residents. <br />The Lake Elmo Park System Plan does not seek to reinvent the park and trail <br />system or stray too far from the original intent of past planning efforts. <br />Instead, the plan advocates for thoughtful, community-driven improvements to <br />the city’s existing parks and trails that are rooted in an understanding of the <br />system’s history, ecology, and intended purpose. <br />This plan is intended to be a living document. It can be amended to adapt <br />to evolving community needs as conditions and circumstances change. The <br />application of local knowledge should be used to support plan changes to <br />ensure the plan continues to fit the needs and concerns of the community. <br />Implementing this plan will require collaboration and coordination between <br />a variety of stakeholders, including city staff, city council, the parks <br />commission, and the community. <br />Figure 1.1: Aerial view of Lake Jane
