STAFF REPORT <br />DATE: 07/02/2024 <br /> CONSENT <br />TO: CITY COUNCIL <br />AGENDA ITEM: Parks Master Plan <br /> <br />FROM: Adam Swanepoel, Assistant Public Works Director <br />SUBMITTED BY: Marty Powers, Public Works Director <br /> <br /> <br />BACKGROUND: <br />At the October 2023 City Council meeting, the City selected Bolton and Menk to develop and <br />prepare a new Parks Master Plan. The purpose of an updated parks master plan would help guide <br />commissioners, council and staff over the next ten years but also provide insight on potential <br />changes, additions and an evaluation of the current park system. <br />Bolton and Menk spent the next eight months gathering data and preparing documents for the <br />next Master Plan. During this time an advisory committee was developed and included <br />commissioner Kasler from the Parks Commission. The advisory group meet four times during <br />the preparation of the document to assist in recommendations, suggestions an ideas for the future <br />plan. Community input was gathered from an online survey and two pop up events held during <br />Light up Lake Elmo and the Arbor Day tree give away event. <br />Bolton and Menk presented the Parks Master Plan to the Parks Commission on May 20, 2024. <br />Commissioners voted unanimously in favor and recommended the plan to council for approval. <br />The plan was brought in front for City Council at the June 11th workshop for discussion. <br />ISSUE BEFORE CITY COUNCIL: <br />Would City Council like to approve the Parks Master Plan? <br />PROPOSAL DETAILS/ANALYSIS: <br />Part of the development for a new Parks Master Plan, Bolton and Menk was asked to provide the following <br />items in the Master Plan: <br />- Goals, objectives, and policy statements with a clear vision and direction for the City <br />- An updated City Park inventory, evaluation of existing park use layout and its facilities <br />- An updated trail system and network plan, identify the gaps in the existing/planned trail <br />system <br />- Evaluation of existing park use, layout and facilities <br />- A summary of existing conditions and level of service analysis <br />- A major park infrastructure repair and replace schedule, considering potential changes in the <br />existing infrastructure <br />- Charts, graphs, maps, and other data as needed to support the plan <br /> <br />In addition, Bolton and Menk was asked to consider researching and including additional <br />information which would help map the future of Lake Elmo and the park system, they included; <br />- Demographic Trends
