63 <br />0505 <br />RECOMMENDATIONSRECOMMENDATIONS <br />The following recommendations were informed by community input and <br />engagement, feedback from a variety of stakeholders and city staff, and <br />an in-depth inventory and analysis of the existing conditions, city context, <br />and amenities and facilities in Lake Elmo’s parks and trail system. The <br />following recommendations are meant to provide a comprehensive approach <br />to preserving, restoring, and enhancing Lake Elmo’s parks, trails and open <br />spaces. Depending on available funding and partnership opportunities in the <br />community, it is intended that the following improvements will be phased. The <br />information provided here is intended for planning and budgeting purposes, <br />and each project will require additional exploration and design to refine project <br />scope and cost expectations. <br />This section of the report dives into recommended improvements for five <br />aspects of the system: parks, facilities, connectivity, open space and preserves, <br />and operations and maintenance. Preliminary budgetary costs for specific <br />actions associated with select initiatives are identified in further detail in the <br />next section of this report.
