WASHINGTON COUNTY CITY OF LAKE ELMO
6 | INTRODUCTION
CONTEXT
The City of Lake Elmo is located near the confluence
of the St. Croix and Mississippi Rivers, just west of
the Minnesota-Wisconsin border and east of St.
Paul. The population of Lake Elmo is currently 13,756
people, but the city is projected to grow to upwards
of 18,000 people by 2030, making it the fastest
growing city in the state of Minnesota. Despite Lake
Elmo’s booming growth, the city has maintained a
charming rural look and feel for many years, due its
many acres of agricultural and farm land. The city
encompasses approximately 24 square miles of land
(including woodland, meadow, lakes, and wetlands)
and borders many adjacent communities, including:
• Grant to the north
• Oak Park Heights, Baytown and West Lakeland
Townships to the east
• Woodbury to the south
• Oakdale to the west.
With an interesting mix of rural features, natural
scenery, and suburban comfort, Lake Elmo is
a desirable location due to its proximity to
Minneapolis and St. Paul, accessible and high-
quality neighborhoods, and many lakes and natural
areas. With its picturesque farms, rolling hills, and
extensive park and trail system, Lake Elmo offers a
peaceful retreat from the hustle and bustle of urban
life. With 18% of the city’s land acreage protected as
park or open space and an additional 11% of private
land areas protected with a conservation easement,
Lake Elmo is committed to preserving its existing
natural resources and open space framework so that
residents have sufficient opportunities to enjoy the
great outdoors for many years to come.
“OUR COMMUNITY, NEIGHBORHOODS AND HOMES
ARE OUR RETREAT. WE LIVE IN A PLACE WITH DIVERSE
NEIGHBORHOOD PATTERNS AND HOUSING OPTIONS -
BUT EVERY RESIDENT HAS ACCESS TO A GREAT PARK,
OPEN SPACE OR TRAIL... WE ARE A COLLECTION OF
NEIGHBORHOODS THAT TOGETHER SHARE A COMMITMENT
TO MAKING THE CITY AN EXCEPTIONAL PLACE TO LIVE,
WORK, AND RECREATE.”
- LAKE ELMO VISION FOR 2040
Moorhead
St. Cloud
Mankato
Minneapolis
St. Croix River
Lake Elmo
Mississippi River
St. Paul
Rochester
I-
6
9
4
HWY 10
HWY 14
I-94
HW
Y

1
5
HWY 36
