Approve I' Amendment to the Ebertz Addition Development Agreement - Resolution <br />2024-023 <br />Councilmember Holtz, seconded by Councilmember Dragisich, moved TO APPROVE THE <br />CONSENT AGENDA AS PRESENTED. Motion passed 4 — 0. <br />ITEM 8: At Home Preliminary Plat and PUD <br />Contract Planner Nathan Fuerst reviewed the site plan, PUD request, landscape and screening <br />plans, staff comments and recommendations from staff and the Planning Commission. <br />Don Place, 4010 Monarch Lane, thanked the developer for working with the neighbors to <br />address concerns and improve the screening plan. Mr. Place also commented on lack of <br />sidewalk maintenance in the winter months. <br />Councilmember Hirn, seconded by Councilmember Dragisich, moved TO ADOPT <br />RESOL UTION 2024-024 APPROVING THE PRELMINAR YPLA TAND PUD <br />REQUESTED BYAT HOME APARTMENTS LLC FOR LAKE ELMO TOWNHOMES <br />BASED ON THE FINDINGS OF FACT AND CONDITIONS THEREIN. Motion passed 4 — <br />0. <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO ADOPT ORDINANCE <br />2024-05 APPROVING THE PUD ORDINANCE FOR THE DEVELOPMENT PROPOSED <br />BYATHOME APARTMENTS SUBJECT TO THE APPROVAL OFA FINAL PLAT AND <br />PUD. Motion passed 4 — 0. <br />Councilmember Holtz, seconded by Councilmember Hirn, moved TO ADOPT RESOLUTION <br />2024-025 A UTHORIZING SUMMARYPUBLICATION OF ORDINANCE 2024-05. Motion <br />passed 4 — 0. <br />ITEM 9: Approve Water System Study Findings, Recommendations and Next Steps <br />City Engineer Griffin presented options and recommendations for future planning for placement <br />of new city wells and treatment plants to address PFAS contamination. Neighborhood <br />connections and next steps were also reviewed. <br />Mayor Cadenhead read written comments submitted by resident Anne Bucheck,2301 Legion <br />Avenue, questioning the effects of new city wells on neighboring communities and also <br />questioning disposal of PFAS removed from city well water. <br />Page 2 of 3 <br />
