CITY OF LAKE ELMO <br />CITY COUNCIL WORKSHOP MINUTES <br />MARCH 12, 2024 <br />CALL TO ORDER <br />Acting Mayor Holtz called the meeting to order at 6.30 p.m. <br />PRESENT: Acting Mayor Holtz, Councilmembers Katrina Beckstrom, Nick Dragisich and Matt <br />Him. <br />Staff present: Interim City Administrator Schroeder, Public Works Director Powers, Community <br />Development Director Stolpa, Contract Planner Fuerst, City Engineer Griffin and City Clerk <br />Johnson. <br />TH36-Lake Elmo Avenue Intersection Improvements <br />Washington County Project Manager Andrew Giesen presented the project background and <br />process for identifying potential upgrades. The recommended alternative was reviewed and <br />discussion was held concerning affected properties, tree loss, safety and project cost. <br />Legends of Lake Elmo Sketch Plan Review <br />Contract Planner Nathan Fuerst reviewed the land use analysis and open space PUD purpose and <br />requirements. Planner Fuerst also reviewed the proposed lot layout, noting areas that encroach <br />into buffer areas and would need flexibility. Additional flexibility requested was also reviewed <br />Applicant Nathan Landucci discussed updates made to prior plans for the development to the <br />community septic system, streets and concrete curb/gutters. <br />Limerick Village Sketch Plan Review <br />Contract Planner Nathan Fuerst provided an overview of the plan and proposed site plan. Fuerst <br />also reviewed the land use analysis, zoning and PUD flexibility. <br />Applicant Mario Cucarella, Maplewood Development, discussed the design of the development <br />and demand for various types of housing. <br />Discussion held regarding proposed park, density and site plan. <br />Items for Future Workshop Agenda <br />Crosswalk policy, Old Village master plan, Washington County Yard Waste Presentation and <br />State of MN Public Safety Funding are planned for future workshop agendas. <br />Meeting adjourned at 8:35 p.m. <br />
