CITY OF LAKE ELMO <br />CITY COUNCIL WORKSHOP MINUTES <br />APRIL 9, 2024 <br />CALL TO ORDER <br />Mayor Cadenhead called the meeting to order at 6:30 p.m. <br />PRESENT: Mayor Cadenhead, Councilmembers Katrina Beckstrom, Nick Dragisich, Matt Him <br />and Jeff Holtz. <br />Staff present: Interim Administrator Schroeder, Administrative Services Director Goers, Finance <br />Director Hadler, Fire Chief Kalis, Public Works Director Powers, Community Development <br />Director Stolpa, Assistant Fire Chief Svoboda and City Clerk Johnson. <br />Crosswalk Policy <br />Public Works Director Powers discussed requests received from the public for additional <br />crosswalks and reviewed the current policy for city staff painting crosswalks. Discussion was <br />held regarding concerns and factors that warrant the need for crosswalks in certain locations. <br />Crosswalk policies in place in other cities were reviewed and discussed with direction to staff to <br />gather additional information and draft a policy modeled after Blaine's crosswalk policy. <br />Old Village Master Plan <br />Community Development Director Stopa reviewed the moratorium in place in the Old Village <br />and options proposed by planning consultant firm Bolton & Menk for further study of the area <br />and an update to the Lake Elmo Village Area Master Plan. Discussion was held and staff <br />received feedback to start option I of the plan now and budget for option 2 in the future. <br />Public Safety Aid Allocation <br />Fire Chief Kalis reviewed Public Safety Aid funds received by the city in December 2023 and <br />outlined the allowed uses of the funds. <br />Items for Future Workshop Agenda <br />MPCA Update on PFAS in Lake Elmo, Open Space PUD Ordinance Review and Community <br />Room Policy Discussion are planned for future workshop agendas. <br />Meeting adjourned at 8:02 p.m. <br />LAKE ELMO CITY COUNCIL <br />ATTEST: <br />Charles Cadenhead, Mayor <br />Julie J son, C-roWrk <br />
