CITY OF LAKE ELMO <br />CITY COUNCIL WORKSHOP MINUTES <br />MAY 149 2024 <br />CALL TO ORDER <br />Mayor Cadenhead called the meeting to order at 6:30 pm. <br />PRESENT: Mayor Cadenhead, Councilmembers Katrina Beckstrom and Jeff Holtz. ABSENT: <br />Councilmember Matt Hirn. <br />Staff present: Interim City Administrator Schroeder, Public Works Director Powers, Community <br />Development Director Stopa, Assistant Planner Monterusso and City Clerk Johnson. <br />MPCA PFAS Water Update <br />Hanna Temme from AECOM presented information regarding the treatment of contaminated <br />water with the SAFF system currently being tested at Tablyn Park. Andri Dahlmeier, 3M <br />Settlement technical coordinator presented information regarding contamination levels, location <br />of the contaminated water and future projections. <br />Discussion was held concerning contamination and future movement of the contamination in <br />ground water aquifers. Treatment of water with the SAFF system was discussed along with <br />other methods of treating contaminated water. <br />Open Space PUD Ordinance Review <br />Community Development Director Stopa reviewed current open space zoning. Discussion was <br />held regarding streets and curbs, cluster developments and design standards. Staff received <br />direction to prepare a draft ordinance update for Planning Commission and Council approval. <br />Communitv Room Policv Discussion <br />Interim Administrator Schroeder presented the city's current policy for rental of the council <br />chambers in the old city hall building and the potential challenges with allowing public use of the <br />community room in the city center building. <br />Discussion was held regarding fees and deposits for use of city spaces and limitations on allowed <br />uses. Council consensus to direct staff to prepare a policy for public use of the community room <br />during business hours. <br />Items for Future Agenda <br />Parks Master Plan and Lake Association Grants will be on upcoming workshop agendas. <br />
