CITY OF LAKE ELMO <br />CITY COUNCIL WORKSHOP MINUTES <br />JUNE 119 2024 <br />Mayor Cadenhead called the meeting to order at 6:30 pm. <br />PRESENT: Mayor Cadenhead, Councilmembers Katrina Beckstrom, Matt Him and Jeff Holtz. <br />Staff present: City Administrator Miller, Administration Consultant Schroeder, Assistant Public <br />Works Director Swanepoel, Community Development Director Stopa, City Planner Jensen, City <br />Planner Monterusso and City Clerk Johnson. <br />Lake Association Grants <br />Administration Consultant Schroeder introduced the topic, noting current city practice for <br />awarding grants. <br />Link Lavey, LDO Association spoke on behalf of the members located on Lake Demontreville <br />and Olson Lake. Mr. Lavey discussed the projects performed by the association, challenges <br />facing the lakes, costs associated with management of the lakes and possibility of creating a lake <br />improvement district. <br />Liz Niehaus and Wendy Griffin, Lake Elmo Lake Association, discussed lake usage, association <br />funding and activities. They also noted that the public boat launch for Lake Elmo is located in <br />the Washington County Regional Park but the county has repeatedly declined participation in the <br />lake association. <br />Leann Lietch, Lake Jane Association, discussed issues with water quality, funding and <br />improvement projects at Lake Jane. <br />Discussion held regarding creation of a lake improvement district, increasing the yearly grant <br />with the 2025 budget and requesting funding from Washington County to assist with the <br />maintenance of Lake Elmo. <br />Oben Space PUD Ordinance Review <br />Community Development Director Stopa reviewed current open space PUD neighborhoods and <br />parcels that could be developed as an open space PUD under the current zoning regulations. <br />Proposed updates to the open space PUD zoning were presented and discussion held regarding <br />increasing storm water reuse in developments. <br />
