June 5, 2024 <br /> <br />To: Paul Robinson, Rachel Development <br /> <br />From: Vernon Swing, PE <br /> <br />Re: Trip Generation Study for Eberhard Property, Lake Elmo, MN <br /> <br />Per your request, S2 Traffic Solutions, LLC has conducted a trip generation analysis for the build out of <br />the proposed 64 single family residential development on the Eberhard Property, in Lake Elmo, MN. The <br />proposed development would construct 64 single family residential units on the 78.24 acre site located <br />on the west side of Inwood Avenue N. The site is located at 2298 Inwood Ave N, south of Stillwater Blvd <br />and north of 15th St N. Access to the site is proposed via a new connection to Inwood Ave N at 24 th St N, <br />as well as from a new connection on the west side of the site to the property to north which indirectly <br />connects to Inwood Ave N via 26th St N and 27th St N. This secondary connection will primarily serve as <br />emergency vehicle access if 24th St N is blocked. It is noted, the development will also include the <br />construction of a southbound dedicated right-turn lane and a northbound dedicated left-turn lane on <br />Inwood Ave N at the new 24th St N intersection. <br /> <br />To determine the trip generation potential for the proposed Eberhard Property residential development, <br />S2 Traffic Solutions assumed the Single-Family Detached Housing category, Land Use Code 210, as <br />described by the Institute of Transportation Engineers (ITE) in Trip Generation, 11th Edition. Review of traffic counts in the area, as provided by Washington County, the majority will travel to the <br />regional roadways I-94, I-694 and TH 5 via Inwood Ave N and its connections at Stillwater Blvd to the <br />north, and 10th St N or I-94 to the south. A review of the traffic counts taken in 2024 indicate that 40 <br />percent of the site generated traffic will be distributed to/from the north on Inwood Ave N, and 60
