STAFF REPORT <br />DATE: September 3, 2024 <br />CONSENT <br /> <br /> <br /> <br />AGENDA ITEM: Approve Off Sale Liquor License Application for TLC Investments, Inc. DBA <br />Lakewood Tavern <br />TO: Mayor and City Council <br />SUBMITTED BY: Julie Johnson, City Clerk <br /> <br />BACKGROUND: According to State Statute and City Code, applications for new Liquor Licenses <br />must be approved by the City Council and are contingent upon a background investigation by the <br />Washington County Sheriff’s Department and review by the Minnesota Department of Public <br />Safety, Alcohol and Gambling Enforcement. <br />ISSUE BEFORE COUNCIL: <br />Should Council approve the requested license application? <br /> <br />PROPOSAL: The City has received an application for a new Off- Sale liquor license for Lakewood <br />Tavern located at 9936 Hudson Blvd, Suite 101, Lake Elmo. The establishment is a full service <br />restaurant with seating capacity of 174 people and currently has an On-Sale liquor license in good <br />standing. The proprietors are requesting this license to allow them to sell sealed containers of their <br />signature cocktails or beer for consumption off premise. At this time, they plan to sell two of their <br />cocktails and one type of beer under the Off-Sale license. <br /> <br />The appropriate fees have been paid and all required documentation has been provided. <br />FISCAL IMPACT: <br />$200 additional annual fee for the Off-Sale license. <br /> <br />OPTIONS: <br />1) Approve license <br />2) Deny license <br /> <br />RECOMMENDATION: <br />If removed from Consent Agenda: <br /> <br />“Motion to approve On Sale and Sunday liquor license for TLC Investments, Inc DBA <br />Lakewood Tavern.”
