STAFF REPORT <br />DATE: September 3, 2024 <br /> CONSENT <br /> <br />AGENDA ITEM: Recommendation for Reappointment to Valley Branch Watershed District Board <br />TO: Mayor and City Council <br />SUBMITTED BY: Nicole Miller, City Administrator <br /> <br />BACKGROUND: <br />William Armstrong has requested reappointment to the Valley Branch Watershed District Board. Mr. <br />Armstrong resides in Lake Elmo and was appointed by the Washington County Board of Commissioners <br />on January 10, 2023 to complete a vacant term that expires November 14, 2024. <br /> <br />The appointment process for watershed district managers as stated in Minnesota Chapter 103D.311 <br />provides that County Commissioners must select district managers from a list of nominees "submitted <br />jointly or severally" by the municipalities that are wholly or partially in the watershed district. Such a list <br />must be submitted to the County at least 60 days prior to the expiration of term of office of a manager. If <br />no list is submitted, the County Board may then appoint a manager through its open appointment process. <br /> <br />No person shall be appointed who is not a voting resident of the watershed district and none shall be a <br />public officer of the county, state or federal government, provided that a soil and water conservation <br />supervisor may be appointed as manager. <br /> <br />ISSUE BEFORE COUNCIL: <br />Should the Council recommend reappointment of William Armstrong to the Washington County Board of <br />Commissioners for Appointment to the Valley Branch Watershed District? <br /> <br />PROPOSAL: <br />John Hanson, Valley Branch Watershed District Engineer, contacted staff to make us aware that Mr. <br />Armstrong would like to be reappointed. If the Council is in agreement, the City Administrator can forward <br />a letter to Washington County relaying the Council’s approval. <br /> <br />FISCAL IMPACT: <br />NA <br /> <br />OPTIONS: <br />1) Recommend reappointment of William Armstrong <br />2) Recommend Appointment of someone else in Lake Elmo and Valley Branch Watershed District <br />3) Make no recommendation <br /> <br />RECOMMENDATION: <br />If removed from the Consent Agenda staff recommends the following motion: <br /> <br />Motion to recommend William Armstrong be reappointed to the Valley Branch Watershed <br />District. <br /> <br />ATTACHMENTS: <br />• None
