STAFF REPORT <br />DATE: September 10, 2024 <br /> DISCUSSION <br /> <br />AGENDA ITEM: Pedestrian Crossing Study and Policy Development <br /> <br />SUBMITTED BY: Jack Griffin, City Engineer <br /> <br />REVIEWED BY: Nicole Miller, City Administrator <br /> Marty Powers, Public Works Director <br /> <br /> <br />BACKGROUND: At the April 9, 2024 council workshop, the City Council directed staff to develop a <br />draft pedestrian crosswalk policy for further review and consideration. The potential need for a crosswalk <br />policy is in response to a recent increase in resident and property owner requests for specific crosswalk <br />improvements, located mainly in the Downtown area along 39th Street and Laverne Avenue. <br /> <br />SRF, Inc. was then retained by the City to conduct a study that included recommendations for crosswalk <br />markings and treatments based on pedestrian use along these corridors. The study is then being used to <br />assist City staff and Council to develop a Crosswalk Policy for adoption and ongoing use. <br /> <br />ISSUE BEFORE COUNCIL: What changes to the draft crosswalk study and crosswalk policy would the <br />Council like to make or request to be further evaluated? <br />PROPOSAL DETAILS/ANALYSIS: SRF has prepared draft findings and recommendations for <br />crosswalk markings and signage at the following intersections: <br /> <br />Pedestrian Crossing Study & Outcomes <br />• 39th St N & Laverne Ave N <br />• Stillwater Blvd & Laverne Ave N <br />• 36th St N & Laverne Ave N <br />• 39th St N & Wildflower Dr <br /> <br />The findings and recommendations will be presented together with a draft crosswalk policy and flow chart <br />that was used in preparing these recommendations. Council direction and input will be requested to help <br />guide the revisions needed to finalize the policy for implementation. <br /> <br />ATTACHMENTS: <br />• None.
